%X "With the rise of refugee flows in both Europe and North America, resettlement policies and programmes aimed at enhancing the integration of refugees have come to the fore. The goal of this article is to look at the impact of asylum reception policies on longer term integration. Internationally such policies can range from placing asylum seekers in reception centres (the Netherlands) to dispersal policies aimed at locating asylum seekers in smaller centres (Denmark) to an open system such as Canada in which asylum seekers are pushed into the free market as soon as they are processed. Our study explores this issue through the analysis of a unique policy in Sweden allowing us to focus on the housing choice made by asylum seekers arriving at the border." %X "Contracting of services has become increasingly important over the last few decades. Against this background, public contracts play an indispensable role in setting standards for services as well as in the regulation of labour. This article explores public tendering strategies for a specific service, interpretation in the context of asylum and international protection. Based on an empirical study of tendering strategies of two public agencies in Greece, it analyses core issues related to working conditions and service quality, namely, the importance given to the price and the use of stipulations relating to working conditions and qualifications. The findings reveal that even under high budgetary constraints, individual agencies may seek to strategically counteract a price-driven competition and point to the importance of the structure of the market as an external constraint." %X "Since its independence in 1990, Lithuania has experienced, in common with its Baltic neighbours Estonia and Latvia, a veritable exodus of people, with, according to the latest statistics, an average of 30,000 people leaving the country every year. This substantial emigration following independence has seen many nationals moving to western and northern European countries, resulting in demographic challenges and structural changes. Following Lithuania's accession to the EU in 2004, the exodus of nationals reached new heights. Together with a growing emigration trend, new migration patterns were identified as the demographic shortfall, combined with labour shortages, triggered immigration from third countries. Lithuania has therefore become an attractive country for migrant workers (from Ukraine in particular), while asylum applications have remained stable and low." (Text excerpt, IAB-Doku) ((en))

%X "The aim of this article is to provide an overview of the EU's role in integrating third-country nationals, with a specific focus on asylum-seekers and refugees.1 The EU has limited legislative competences in this area - regarding not only asylum-seekers and refugees, but also third-country nationals in general (see Article 79(4) of the Treaty on the Functioning of the EU). The main responsibility for the integration of immigrants lies with the Member States. The EU, however, plays an important role not only in providing a legislative framework for the reception and treatment of asylum-seekers and refugees, but also in supporting integration measures and action taken by national and local governments as well as by civil society." Der erste Abschnitt des Artikels erläutert die unterschiedlichen Geschehnisse in Österreich, Finnland und Italien in Bezug auf die Aufnahme von Asylbewerbern, bevor er die jüngste Arbeitsmarktdynamik jedes dieser Länder beschreibt. Es folgt eine theoretische Diskussion über die verschiedenen Elemente der 'Hyperprekaritätsfalle', wie sie von Asylbewerbern erlebt werden. Zu diesen Elementen gehören Diskussionen über Prekarität, Vulnerabilität und Rechtsetzung. Im dritten Abschnitt wird erläutert, wie die Interviews und die Sekundärforschung durchgeführt und analysiert wurden. %X "Drawing on both semi-structured interviews and desk-based research, this article contributes to a more nuanced understanding of how asylum-seekers may find themselves trapped in conditions of 'hyper-precarity' in Austria, Finland and Italy, and how their vulnerabilities compare to those of other groups of workers. The first section of the article explains the different histories of Austria, Finland and Italy in terms of hosting asylum-seekers, before outlining the recent labour market dynamics of each of these countries. This is followed by a theoretical discussion of the different elements constituting the 'hyper-precarity trap' as experienced by asylum-seekers. These elements include discussions of precarity, vulnerability and law. The third section explains how the interviews and desk-based research were conducted and analysed. Der erste Teil dieser Einleitung verschafft einen Überblick über diese drei Gruppen von Menschen und über ihren Status in den Arbeitsmärkten der EU-Mitgliedsstaaten und der EWR-Länder. Der zweite Teil liefert Einblicke, wie die entscheidenden Aspekte der Arbeitsmarktintegration von Asylsuchenden, Menschen mit subsidiärem Schutz und Flüchtlingen anhand der Diskursanalyse von Levitas interpretiert werden können. Im dritten Teil werden unterschied-liche Dimensionen des Zugangs zum Arbeitsmarkt untersucht. Im Vordergrund stehen nicht nur der allgemeine Humankapital-Aspekt der Migration, sondern auch zahlreiche kontextuelle Faktoren: der unterschiedliche Zugang zu staatsbürgerlichen Rechten (civic stratification); der breitere gesellschaftliche Kontext einschließlich der öffentlichen Meinung und der Zivilgesellschaft; der Hintergrund und die Situation früher ins Land gekommener Migranten, insbesondere von Asylsuchenden und Flüchtlingen, im Hinblick auf nationale oder Bundesgesetze; die Herkunftsländer von Migranten und letztendlich demographische Entwicklungen in der EU. %X "This special issue seeks to investigate and understand the various experiences of asylum-seekers, beneficiaries of subsidiary protection and refugees in accessing labour markets across the EU and EEA countries. The first section of this introduction provides an overview of the three groups of people who are the focus of this special issue and their relationship to the labour markets in the EU Member States and EEA countries. The second section provides insights into how the essential features of their labour market integration may be understood by using Levitas' discourse analysis. The third section explores a range of different labour market access dimensions by focusing not only on the human capital aspects of migration in general but also on the contextual factors of civic stratification; the broader societal context, including public opinion and civil society; the background and situation of earlier migrants, especially asylum-seekers and refugees with respect to national/federal laws; and the countries of origin of migrants as well as demographic trends across the EU. %X "Dieser Artikel untersucht die Auswirkungen des Rechtsstatus auf die wirtschaftlichen Integrationsmöglichkeiten von Zugewanderten nach ihrer Ankunft in Deutschland. Diejenigen, die aus Ländern der Europäischen Union (EU) kommen, erfahren einen rechtlichen Aufnahmekontext, der sich deutlich von dem der Nicht-EU-Bürger*innen unterscheidet. Von diesen Drittstaatsangehörigen sind Asylsuchende besonders gefährdet, solange ihr Rechtsstatus noch nicht geklärt ist. Die empirische Längsschnittanalyse von Beschäftigungsmustern anhand des Nationalen Bildungspanels (National Educational Panel Study, NEPS) untersucht Personen, die zwischen 1964 und 2003 als Erwachsene nach Deutschland gezogen sind. Die Ergebnisse zeigen, dass EU-Bürger*innen die höchste Wahrscheinlichkeit hatten, unmittelbar nach der Ankunft eine Erwerbstätigkeit mit hohem Status aufzunehmen, während ein großer Teil der Flüchtlinge hingegen anhaltende Schwierigkeiten hatte, ins Erwerbsleben einzutreten oder höchstens langsam Zugang zu unqualifizierten Arbeitsplätzen erhielt. Die politisch privilegierten (Spät-)Aussiedler*innen hatten zwar eine ähnlich hohe Anfangsarbeitslosigkeit wie Flüchtlinge, konnten dagegen relativ schnell in eine Beschäftigung übergehen. %X "This article investigates the impact of legal status on economic integration opportunities after immigrants arrive in Germany. Those coming from European Union (EU) countries experience a legal context of reception quite distinct from those from outside the EU, i.e. third-country nationals. Of these third-country nationals, asylum-seekers are particularly vulnerable as long as their legal status is unresolved. The empirical analysis (National Educational Panel Study) of longitudinal employment patterns studies persons who moved to Germany as adults between 1964 and 2003. Results show that, while EU nationals had the highest likelihood of entering high-status occupations immediately after arrival, a large proportion of refugees persistently faced difficulties in entering the labour force or at most slowly gained access to unskilled jobs. By contrast, politically privileged ethnic German resettlers (Aussiedler), though experiencing initial unemployment similar to refugees, managed to transition into employment fairly fast. %X "In 2015, the European Union (EU) experienced an unparalleled inflow of refugees. Top destination countries included Sweden and Germany, while countries such as Slovenia were considered to be rather 'transit countries. The number of people granted refugee status in Slovenia increased significantly between January 2015 and July 2018 to 445 persons, while in the 20 years prior to 2015 only 348 people had been granted this status. The annual number of people granted international protection by the Geneva Convention in Slovenia rose to 123 between 2015 and 2017, compared with an annual average of only 18 people granted this same status over the previous 20 years. In principle, the 2016 Slovenian International Protection Act stipulates that refugees are entitled to the same rights as citizens in terms of education, employment and social security. In practice, however, considerable challenges exist.
In Section 1 we analyse the events that have shaped Slovenian law on refugees. In Section 2 we contrast the differences between the characteristics of refugees who came to Slovenia in the 1990s and those of recent refugees. In Section 3 we compare the labour market integration of citizens and of refugees, while in Section 4 we outline the programmes and initiatives recently launched to help refugees to access the labour market. The final Section 5 offers recommendations on how to tackle the different issues refugees experience in striving to become an active labour force in Slovenia." (Text excerpt, IAB-Doku) ((en))

%X "Denmark's Start Aid welfare reform reduced benefits to refugee immigrants by around 50 percent for those granted residency after the reform date. The reform led to a sharp short run increase in labor earnings and employment, but it also induced a strong female labor force withdrawal, and a large and persistent drop in disposable income for most households. Furthermore, the reform caused a sharp increase in property crime among both females and males. Moreover, children's likelihood of being enrolled in childcare or preschool, their performance in language tests, and their years of education all decreased, while teenagers' crime rates increased."
