%X "The recent arrival of refugees in rural Sweden has raised hopes that they might stave off the depopulation of the country's periphery and lead to its development. Despite these visions in policy and in some academic literature, there is little research on how immigrant encounters with development and integration practices take shape on the ground. Critical research on immigrant integration in Sweden focuses on urban areas where most immigrants live. Rural areas, with sparse populations, weak economic positions vis a vis cities and increased policy pressures to define themselves as uniquely competitive, stand at a crossroads as they grapple with developing their areas and integrating newcomers. A less visible, but no less decisive crossroads is the vision of multiculturalism grounded in current institutions for democracy, in contrast to the road that I suggest we need to take - one that turns a critical eye on the relations that constitute the culture and institutions for integration and rural development. Drawing on long term ethnographic fieldwork in the province of Hälsingland and on Bourdieu's conceptualization of misrecognition as well as critical race theories, I probe the 'misrecognition' of the rural and of institutions for integration and democracy in Sweden. I argue that the misrecognition of voluntary associations as the template for democracy for all and dominant discourses on what constitutes rural culture, inadvertently embody racial undertones that need to be confronted - both in theorizing and in practice - if aspirations for a multicultural democracy are to be taken as seriously as they must." %X "This paper provides a comprehensive analysis of refugee migration, with emphasis on the current refugee crisis. After first reviewing the institutional framework laid out by the Geneva Convention for Refugees, we demonstrate that, despite numerous attempts at developing a common European asylum policy, EU countries continue to differ widely in interpretation and implementation. We then describe key features of the current refugee crisis and document the overall magnitudes and types of refugee movements, illegal border crossings and asylum applications to EU Member States. We next study the labour market integration of past refugee migrants to EU countries and draw conclusions for the current situation. Finally, we turn to the economics of refugee migrations, contrasting economic and refugee migrants, discussing the trade-offs between long-term asylum and temporary protection and highlighting the benefits of well-coordinated national asylum policies. %X "Refugee young people are an educationally diverse group. However, unlike groups such as Gypsy/Roma and Travellers, in the UK they do not attract targeted educational funding. In addition, neither the UK integration or refugee educational strategies nor the Higher Education Funding Council for England's strategic plan refer to higher education as a progression route for young refugees, as distinct from other minority ethnic young people. Our research with young refugees has shown that many have specific issues affecting their educational achievements, including interrupted education, experience of trauma, concerns about status and English language difficulties. Our findings also show that that despite these multiple disadvantages many view higher education as a route out of poverty and discrimination and are highly aspirational and motivated. We argue that homogenizing the support needs of young refugees along with those of other minority ethnic students is both inappropriate and insufficient and the continued failure to focus on them as a specific widening participation group will perpetuate their continued absence from the UK higher education system." %X "Der Erwachsenenbildung kommt eine Schlüsselrolle in der aktuell äußerst komplexen Aufgabe zu, Flüchtlinge auf ihrem Weg zu einer für alle zufriedenstellenden Erwerbsintegration und Selbsterhaltungsfähigkeit zu unterstützen. Genau das sind, wie die Autorin des vorliegenden Beitrages ausführt, Grundvoraussetzungen, dass Flüchtlinge in unserer Gesellschaft wohlwollend aufgenommen werden und ihr Leben zu ihrer eigenen Zufriedenheit neu gestalten können. Aber wie kann der Aus- und Weiterbildungsbedarf der Flüchtlinge organisiert und finanziert werden, wie eine adäquate Unterstützung gefunden werden, wenn nur wenig über die Zielgruppe gesichert bekannt ist? Nach einem Rekurs auf die Flüchtlingszuwanderung nach dem Zweiten Weltkrieg beleuchtet der Beitrag die 'Superdiversität' und die Charakteristika der jüngsten Zuwanderung. Zusammengetragen, ausgelotet und reflektiert werden valide Daten und Fakten zum Herkunftsland, zur Alters- und Geschlechterverteilung, zum Bildungsgrad und zu den beruflichen Kompetenzen der AsylwerberInnen sowie ihrer Erwerbsintegration, um daraus konkrete Bedarfe abzuleiten. Diskutiert werden auch die Potenziale der Länder-Bund-Initiative Erwachsenenbildung und der Produktionsschulen." (Autorenreferat, IAB-Doku)
%X "Adult education is playing a key role in the extremely complex task of providing support for refugees as they integrate into the labour market and become able to provide for themselves to the satisfaction of all parties. This is exactly what is required for refugees to be received benevolently by our society and for them to be able to shape their lives to their satisfaction. But how can the necessary training and continuing education of refugees be organized and financed? How can adequate support be found if very little is known for sure about the target group? After making reference to the wave of refugee migration following the Second World War, this article examines the 'superdiversity' and characteristics of the latest wave of migration. Valid data and facts are collected, explored and reflected upon. This information about the country of origin, age and sex distribution, level of education and professional competences of asylum seekers as well as their integration into the labour market makes it possible to identify concrete needs. The potential of the adult education initiative by the Austrian federal government and the provinces and of vocational schools for young people with educational disadvantages are also discussed."
