%X "The labour mobility is one of the main criteria of the optimum currency areas theory, that formed a basis for the business cycle synchronization research in the last 20 years. However, the link between migration and business cycle comovement has not been established previously due to the lack of data. Using the newly available database on bilateral migration flows, this article fills the gap in the existing literature. The results from the Bayesian model averaging of dynamic panels with weakly exogenous regressors show the existence of a strong link between bilateral migration and business cycle comovement. These results are in line with the predictions of the optimum currency areas theory. Moreover, the relative importance of migration flows is higher than others well-established determinants of business cycle synchronization. After explaining the need for a new instrument, the article analyses the Directive's protective provisions. Cases of the European Court of Justice are presented to provide the wider context and explain how the EU social acquis impacts upon the implementation of the Directive. Finally, new developments in the EU labour and social field are discussed, making recommendations of possible avenues for providing protection to a larger category of workers." %X "The EPSR, adopted in November 2017, embodies the EU's future direction and framework for social and labour market policy, and promotes social rights across all Member States. Trade unions, but also social NGOs, especially from countries in financial difficulties, are keen that the EU should develop more policy and regulations on the social dimension. Employers' organisations, on the other hand, are sceptical, as they fear that a regulatory turn via the EPSR could be detrimental to competitiveness. Member State governments support the underlying aim of the EPSR, reaffirmed at the Porto Social Summit, to address inequalities between and within EU countries. Countries experiencing financial difficulties, which would like stronger regulatory and financial intervention in social and labour market issues, are at odds with countries in better macroeconomic health, which would like the EU to rely exclusively on soft law. The countries in financial difficulties have few resources to devote to new social expenditure, and would also be more constrained by the EU deficit and debt rules in the Stability and Growth Pact. Thus, there is a risk that the regulatory initiatives requiring new financial expenditure – such as earmarked paid parental leave from the Work-life Balance Directive and adequate minimum wages, as proposed by the Commission in the framework for minimum wages – could be implemented unequally. This means that countries with fewer resources will probably be able to implement the provisions only minimally, in contrast to those with more resources. To complicate matters further, countries with weak institutional capabilities, which are most in need of these initiatives, are unlikely to be able to implement them in line with the intentions. There may thus be an increase rather than a decrease in inter-EU inequality, while some provisions may lead to Matthew effects. Nevertheless, the EPSR initiatives – through hard but also soft law – are a step in the right direction, although attention should be paid to ensuring that they are implemented in line with the desired intentions." %X "The sequence of crises in the 2010s entirely changed the socio-economic context that had inspired the Lisbon strategy in the year 2000. EU policy veered towards austerity and social policy became an 'adjustment variable'. Since the mid-2010s, however, a slow process of rebalancing has gained ground, culminating in the adoption of the European Pillar of Social Rights (EPSR) in 2017. The Porto Summit has confirmed the centrality of the Pillar for a new Social Europe. To appreciate fully the EPSR's potential, it is necessary to focus not only on binding measures but also on EU incentives and actions aimed at promoting (and partially funding) concrete access to social rights. Especially through the 'guarantee' instrument, the EU can play a bigger and more effective role in the sphere of social citizenship, without stumbling into the political obstacles associated with hard law." %X "This article argues that the political landscape at the national level is an important element in the development and failures of European social policy. Our understanding of the European social dimension cannot be limited to the various interests of groups of bureaucrats or the goodwill of the Commission (or some of its members). It must take into account the bigger picture of the evolution of national electorates and the place of social issues in national and European elections, which in turn impacts the political balance in the EU institutions. National politics resound at European and transnational level in different global projects (to name the major ones: neoliberal, neo-mercantilist, social democrat and now green) (Van Apeldoorn and Horn, 2019. Bulmer and Joseph, 2016). However, this article will not explore how these EU/global transnational hegemonic projects are developing and interacting. This article demonstrates the complex impact, shaped by many factors, of the political left/right balance on developments in EU social policy and integration over the past 20 years." %X "In der deutsch-polnischen Zusammenarbeit sind die Probleme der sozialen Sicherheit von zentraler Bedeutung, vor allem aufgrund der unmittelbaren Nähe der beiden Länder, die zu einem bedeutenden Ausmaß an Migration führt. Die wichtigsten Einrichtungen, die in diesem Bereich zusammenarbeiten, sind die Deutsche Rentenversicherung (DRV) und die Sozialversicherungsanstalt (ZUS). Der Text stellt die wichtigsten Determinanten für den Umfang, die Reichweite und die Formen ihrer gemeinsamen Aktivitäten vor. Es werden Dokumente genannt, die den rechtlichen Rahmen für diese Zusammenarbeit bilden, einschließlich ausgewählter Beispiele aus der Rechtsprechung des Gerichtshofes der Europäischen Union (EU). Es wird auf ausgewählte Aspekte der Migration, vor allem der Arbeitsmigration von Polen nach Deutschland, Bezug genommen, wobei die Besonderheit dieses Prozesses und seine Dynamik berücksichtigt werden. Zur Veranschaulichung der beschriebenen Probleme werden statistische Daten vorgelegt. Es werden Veränderungen bei den Formen der Zusammenarbeit (Einsatz neuer Technologien) aufgezeigt. Es wird auf die Notwendigkeit hingewiesen, die gemeinsamen Aktivitäten der DRV und der ZUS fortzusetzen, aber auch bestimmte Änderungen in den gegenseitigen Kontakten einzuführen, die sich aus der 30-jährigen Erfahrung mit gemeinsamen Aktivitäten im Bereich der sozialen Sicherheit der Bürgerinnen und Bürger Polens und der Bundesrepublik Deutschland ergeben." %X "Dieses Papier untersucht die Auswirkungen von Robotern auf Arbeitsmarkttransitionen in 16 europäischen Ländern. Generell reduzieren Roboter Übergänge von der Beschäftigung in die Arbeitslosigkeit und erhöhen die Wahrscheinlichkeit, einen neuen Job zu finden. Arbeitskosten sind eine wichtige Erklärung für die beobachteten Unterschiede zwischen Ländern: In Ländern mit niedrigeren Arbeitskosten zeigt sich ein stärkerer Effekt auf Einstellungen und Trennungen. Diese Auswirkungen sind bei Arbeitskräften in Berufen mit manuellen oder kognitiven Routineaufgaben besonders ausgeprägt, bei Berufen mit nicht-routine kognitiven Aufgaben hingegen vernachlässigbar. Für junge und ältere Arbeitskräfte in Ländern mit niedrigeren Arbeitskosten wirken sich Roboter positiv auf Übergänge aus. Unsere Ergebnisse deuten darauf hin, dass die Einführung von Robotern in den meisten europäischen Ländern zu einem Anstieg der Beschäftigung und einem Rückgang der Arbeitslosigkeit geführt hat, vor allem durch einen Rückgang der Übergänge in die Arbeitslosigkeit." %X "We study the effects of robot exposure on worker flows in 16 European countries. Overall, we find small negative effects on job separations and small positive effects on job findings. Labour costs are shown to be a major driver of cross-country differences: in countries with lower labour costs, robot exposure had more positive effects on hirings and more negative effects on separations. These effects were particularly pronounced for workers in occupations intensive in routine manual or routine cognitive tasks, but were insignificant in occupations intensive in non-routine cognitive tasks. For young and old workers in countries with lower labour costs, robot exposure had a beneficial effect on transitions. Our results imply that robot adoption increased employment and reduced unemployment in most European countries, mainly through lower job separation rates." (Author's abstract, IAB-Doku) ((en))

%X "Customs data reveal heterogeneity and granularity of relationships among buyers and sellers. A key insight is how more exports to a destination break down into more firms selling there and more buyers per exporter. We develop a quantitative general equilibrium model of firm-to-firm matching that builds on this insight to separate the roles of iceberg costs and matching frictions in gravity. In the cross section, we find matching frictions as important as iceberg costs in impeding trade, and more sensitive to distance. Because domestic and imported intermediates compete directly with labor in performing production tasks, our model also fits the heterogeneity of labor shares across French producers. Applying the framework to the 2004 expansion of the European Union, reduced iceberg costs and reduced matching frictions contributed equally to the increase in French exports to the new members. %X "Across European countries, immigrants are disadvantaged in labor market attainment relative to natives: foreign-born individuals are less likely to be employed and more likely to be unemployed. Previous research indicates that immigrants' employment chances are better when the share of low-skill jobs in the labor market is large. Upgrading of the job structure, which has taken place in many countries over recent decades, might therefore have hurt immigrants' employment prospects. However, an exclusive focus on skill demand neglects another important development in the skill structure of advanced economies: educational expansion. The rapid rise in skill supply has tended to outpace the decline in the low-skill job share with increasing over-education as a consequence, potentially leading to crowding-out of immigrant workers from employment. Based on data from the European Union Labour Force Surveys (EU-LFS) 2004-2016, we perform analyses that jointly consider the demand and supply sides of labor markets. Our results indicate that the size of the low-skill job sector is positively related to immigrants' employment if and only if those employed in the low-skill sector have low qualifications. In economies with high rates of over-education, where many well-educated natives occupy low-skill jobs, the labor market prospects of immigrants deteriorate." (Author's abstract, IAB-Doku) ((en))

%X "This report outlines existing evidence about the experiences of working parents and families in Europe during the COVID-19 outbreaks in 2020 and reviews the policies set out by 10 selected EU Member States (MSs) in response to these challenges. Since its outbreak in Europe at the start of 2020, COVID-19 has significantly affected the lives of all EU citizens, including children and their families. With widespread closure of early childhood education and care (ECEC) settings and schools, working parents faced particular social and economic consequences through the need to balance work with increased childcare. This report by the European Platform for Investing in Children (EPIC) aims to explore policies introduced by 10 MSs that aimed to support working parents in light of COVID-19 in 2020. The report explores policies and practices that were established or adapted in order to support families with working parents during COVID-19 and takes stock of their common features and impact. The 10 EU MSs reviewed in more detail in this report are Austria, Cyprus, Czechia, France, Germany, Greece, Ireland, Italy, Slovakia and Sweden." (Author's abstract, IAB-Doku) ((en))
