Abstract= {"This article explores the role of a hitherto under-researched set of actors "European social Partners" in shaping the EU's gender equality policies and the conditions in which these policies are adopted and implemented. The positions of the social partners are analysed using three key policy issues of importance to gender equality: the initiative on work-life balance; the European Pillar of Social Rights and the European Semester. We argue that social partners play a crucial role in shaping EU gender policy both within and outside social dialogues. They influence the form and instruments of the EU's gender equality policy; shape the meaning of gender equality and participate in the broader conflict between the EU's economic and social goals which is crucial for the future of the EU's gender policies." Abstract= {"This paper explores the contested relationship between migration and income inequality, using labour migration to Norway as a case. The enlargements of the European Union starting in 2004 were followed by an unprecedented increase in labour migration to Norway. In particular, many rural regions, previously unfamiliar with immigration, have experienced a large influx of labour migrants. In the same period, income inequality has increased. This paper uses register data on the municipality level from 2005-2016 to discuss (a) the direction of the relationship between labour migration and income inequality; (b) the degree to which labour migration affects inequality (in general and within the native population) compared to other immigrant groups; and (c) whether the effects are different in rural and urban municipalities. Findings show that labour migration from the "new" European Union countries is followed by higher income inequality in Norway. No support is found for the reversed causal relationship that increasing inequality causes higher numbers of labour migrants. The effect of labour migration on overall inequality is considerable, but not as strong as the effect of refugees. However, as opposed to refugees, labour migration also affects income inequality within the native population, but this effect is only significant in rural areas." Abstract= {"This article addresses the issue of good work in terms of working time organisation by exploring the link between diverse working time practices and work intensity. Existing studies have demonstrated that non-standard working hours expose workers to the pressures of work intensification, which can be defined as the compression of work activities into a unit of time. This article expands existing knowledge by investigating how the outcomes of non-standard working hours differ by sector and occupation, as well as by incorporating detailed and comprehensive measures of working time organisation in the empirical analysis. Based on EWCS data from 2010 and 2015 for 28 EU countries, the empirical analysis uses multilevel regression models with workers nested within countries. The results show that non-standard working hours and employer-driven scheduling are, on average, linked to more intense work than regular daytime hours scheduled from Monday to Friday or under worker-led flexibility arrangements. Consistent with expectations, the study points to significant differences in this relationship between sectors and occupations. Among others, in low-skilled and routine occupations, and service sectors such as transport, commerce, hospitality and health, short hours of work and employer-led flexibility are associated with relatively more intense work. Even where workers have some control over their schedules, jobs in these areas are not linked to lower levels of work intensity. The findings also support the expectation of overwork in high-skilled jobs, where long hours of work and high levels of worker-led flexibility are linked to relatively more intense work." Abstract= {"Although a small proportion of the EU workforce holds down more than one job, it is worth understanding the phenomenon better, not only because it is growing by degrees, but also because of the impact it can have on workers' health and well-being and what it can tell us about the labour market. While there can be positive facets to multiple-job holding – it can, for example, be a stepping stone for career development – it can also have undesirable consequences for workers' physical and mental health if it entails very long working hours and poor work-life balance. This policy brief examines the prevalence of multiple-job holding in the EU, its main characteristics and the job quality of the workers who do it. Zugleich werden strukturelle Herausforderungen durch die anstehende Dekarbonisierung deutlich, die auf nationaler und auch auf EU-Ebene enorme Anstrengungen erfordern. Eine wohlstandssichernde Klimawende bedarf massiver Investitionen. In Deutschland müssen ohnehin öffentliche Investitionen in Infrastruktur nachgeholt werden. Diese sollten zumindest teilweise kreditfinanziert werden. Eine entsprechende Änderung der deutschen und EU-Fiskalregeln ist überfällig. Darüber hinaus ist eine wirksame CO2-Bepreisung notwendig, kombiniert mit Maßnahmen des sozialen Ausgleichs. Der Europäische Green Deal der neuen EU-Kommission und das Klimapaket der deutschen Regierung gehen grundsätzlich in die richtige Richtung. Das Klimapaket ist allerdings deutlich zu zaghaft, beim Green Deal ist die konkrete Umsetzung noch offen. Eine grünere Politik der EZB sollte die allgemeine Wirtschaftspolitik flankieren." Abstract= {"The German economy is stuck in an economic downturn. At the same time, the necessary decarbonisation entails structural challenges that warrant tremendous efforts at both national and EU level. Tackling global warming in a way that secures economic welfare will require massive investment. In Germany, the substantial backlog in public infrastructure investment needs to be addressed anyhow. These investments should be, at least in part, credit-financed. A corresponding change in German and EU fiscal rules is overdue. Furthermore, effective CO2 pricing is necessary and needs to be complemented by measures to ensure social equity.The new EU Commission's European Green Deal and the German government's climate package are basically pointing in the right direction. However, the climate package is clearly too tepid, and the concrete implementation of the Green Deal remains to be seen. A greener ECB policy should support the general economic policies in the EU." Abstract= {"We explain the role of the Phillips Curve in the analysis of the economic outlook and the formulation of monetary policy at the ECB. First, revisiting the structural Phillips Curve, we highlight the challenges in recovering structural parameters from reduced-form estimates and relate the reduced-form Phillips Curve to the (semi-)structural models used at the ECB. Second, we identify the slope of the structural Phillips Curve by exploiting cross-country variation and by using high-frequency monetary policy surprises as instruments. Third, we present reduced-form evidence, focusing on the relation between slack and inflation and the role of inflation expectations. In relation to the recent weakness of inflation, we discuss the role of firm profits in the pass-through from wages to prices and the contribution of external factors. Overall, the available evidence supports the view that the absorption of slack and a firm anchoring of inflation expectations remain central to successful inflation stabilisation."
