Abstract= {"This article applies Oaxaca-Blinder and Shorrocks-Shapley decomposition techniques to a logistic diffusion model in order to explain the differences in Total Factor Productivity Growth (TFPG) in European Union (EU) countries for the period 1950 - 2011. Human capital has a dual positive effect on TFPG by boosting innovation and increasing the catch-up capacity of countries to absorb and imitate foreign technologies. Our results show that there are statistically significant differences in the intensity of these effects between high and low average income EU countries, while there are not between euro and non-euro countries. The mean difference in technical change between high and low-income EU countries is largely the result of three factors. The first is the higher average foreign technology assimilation capacity of low income countries. This is particularly true because they are further from the technological frontier and are able to benefit from the advantage of backwardness. The second is the higher direct effect of human capital on technical change in these countries, while the third factor is the higher slowdown role of proximity in them." Abstract= {"For decades, countries aspiring to join the European Union (EU) have been linked to it through migration. Yet little is known about how migration affects individual support for joining the EU in prospective member states. We explore the relationship between migration and support for EU accession in the Western Balkans. Using data from the Gallup Balkan Monitor survey, we find that prospective and return migrants, as well as people with relatives abroad, are more likely to vote favorably in a hypothetical EU referendum. At the same time, only people with relatives abroad are more likely to consider EU membership a good thing. Our results suggest that migration affects attitudes toward joining the EU principally through instrumental/utilitarian motives, with channels related to information and cosmopolitanism playing only a minor role. Overall, we show that migration fosters support for joining the EU in migrants' origin countries and that joining such a supranational institution is likely to foster political and institutional development of migrants' origin countries." Abstract= {"We discuss how cross-country unemployment insurance can be used to improve international risk sharing. We use a two-country business cycle model with incomplete financial markets and frictional labor markets where the unemployment insurance scheme operates across both countries. Cross-country insurance through the unemployment insurance system can be achieved without affecting unemployment outcomes. The Ramsey-optimal policy however prescribes a more countercyclical replacement rate when international risk sharing concerns enter the unemployment insurance trade-off. We calibrate our model to Eurozone data and find that optimal stabilizing transfers through the unemployment insurance system are sizable and mainly stabilize consumption in the periphery countries, while optimal replacement rates are countercyclical overall. Moreover, we find that debt-financed national policies are a poor substitute for fiscal transfers." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"The present study proposes a meaningful multidimensional index of early job insecurity for European countries based on raw micro-data drawn from the European Union's Labor Force Survey (EU-LFS), and captures its evolution over time, before and during the years of the post - 2008 economic crisis. More specifically, a number of different indicators capturing various domains of early job insecurity are estimated, utilizing the data behind the EU-LFS survey for all European Union (EU) member states. These indicators are then composed into a single indicator of early job insecurity, which is used to apprehend and compare the degree of early job insecurity in EU member states, during these years. The proposed indicator captures the whole range of early job insecurity aspects, such as labor market conditions, job quality, school-to-work transitions, and job security, in an overall measurement providing a way of estimating and comparing early job insecurity among different countries. The results uncover the considerable differences between EU countries when early job insecurity is considered. Abstract= {"Asset purchase programmes (APPs) may insulate banks from having to terminate relationships with unproductive customers. Using administrative plant and bank data, we test whether APPs impinge on industry dynamics in terms of plant entry and exit. Plants in Germany connected to banks with access to an APP are approximately 20% less likely to exit. In particular, unproductive plants connected to weak banks with APP access are less likely to close. Aggregate entry and exit rates in regional markets with high APP exposures are also lower. Thus, APPs seem to subdue Schumpeterian cleansing mechanisms, which may hamper factor reallocation and aggregate productivity growth." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"We analyse the evolution of EU citizens' living standards, considering the EU as a single country. Average living standards have improved considerably as the European integration process has unfolded. EU28 income inequality has steadily declined, mostly as a result of the macroeconomic convergence of new EU-accession countries. EU15 income inequality fell steadily until the mid-1980s, but picked up again during the economic turmoil following the Great Recession, largely reflecting the divergence between periphery and core countries in the euro area. Using a common EU standard reveals more progress in terms of poverty reduction. It also shows that the patterns of income convergence across member states differ across categories of residents, thus calling for a more careful consideration of the personal and national dimensions of EU policies." Abstract= {"The labor share in Europe has been on a downward trend. This paper finds that the decline is concentrated in manufacture and among low- to mid-skilled workers. The shifting nature of employment away from full-time jobs and a rollback of employment protection, unemployment benefits and unemployment benefits have been the main contributors. Technology and globalization hurt sectors where jobs are routinizable but helped others that require specialized skills. High-skilled professionals gained labor share driven by productivity aided by flexible work environments, while low- and mid-skilled workers lost labor share owing to globalization and the erosion of labor market safety nets." Abstract= {Diese Studie untersucht, wie sich der EU-Binnenmarkt auf die wirtschaftliche Entwicklung der rund 300 Regionen Europas auswirken könnte. Die Analyse verwendet Daten über Handelsströme, sowohl innerhalb der EU als auch zwischen EU-Ländern und anderen OECD- und BRIC-Staaten. Abstract= {This study provides insights into the economic benefits of the Eu- ropean Single Market (SM) for countries and regions across Europe. Specifically, we evaluate the impact of the trade boosting effects of the SM on productivity, markups, product variety, welfare and the dis- tribution of population across European countries and regions. We employ a model characterized by costly trade, love of variety, hetero- geneous firms, labour mobility as well as endogenous markups and productivity. The model is quantified using trade as well as GDP and population data for European countries and regions as well as other countries. We compute counterfactual economic changes stemming from changes in trade costs related to the SM. The findings suggest that on average, EU citizens' per capita welfare gains from the SM amount to 840 euros per year. We uncover a strong heterogeneity of gains: Countries and regions in the geographic core of the EU see gains of up to 3,600 euros per capita (a 4.7% increase) while gains in some peripheral regions can be as small as 150 euros (about 2%). We also shed light on regional variation of welfare gains from the SM within individual EU countries.},

Abstract= {"In this chapter, we are interested in characterizing common features and differences among European economies. Are there any common features (at least for a subset of countries)? Are the common and different features systematically related to regulation or institutions? To answer these questions, we look at the patterns of macroeconomic experience of European countries during and after the Great Recession through lenses of a hierarchical non-parametric curve fitting model. The model divides countries into latent classes. Countries in a given class exhibit a similar pattern of economic and labour market development in and after the crisis, while distinct classes are capturing different patterns.
