   Abstract= {"This paper analyzes the impact of a country's level of benefit morale on generosity of sick pay entitlements by means of a political economy model and an empirical investigation. Higher benefit morale reduces the incidence of absence. On the one hand, this makes insurance cheaper with the usual demand side reaction. On the other hand, being absent less often, the voter prefers less insurance. The former effect dominates at lower, the latter at higher levels of benefit morale.We present empirical evidence for both effects in a sample of 31 countries between 1981 and 2010."    Abstract= {"This article presents a composite indicator designed to measure and compare existing structural gender equality in the countries of the European Union. The construction of an index is always a complex task which requires making a great many important conceptual, analytical and empirical decisions. This complexity explains the wide variety of gender equality indices created during the last 25 years. All the proposed indices attempt to measure the same thing, gender (in)equality, but none of them define the concept they want to measure in exactly the same way, nor do they operationalize measurement in the same manner. Taking into account the methodology of these preceding approaches, this article explains the basis for the most important analytical and conceptual decisions made in constructing the European Gender Equality Index. The article also includes the overall scores obtained by the 27 European countries on this index, on its three basic dimensions (education, work and power), and on the eighteen indicators that make up its structure.    Abstract= {"At first at the level of the European Commission, and increasingly also in the European Union's member states, it is being recognized that past labour migration management tools have more or less serious drawbacks in that they produce undesired outcomes and do not sufficiently attain the objectives for which they were designed. The welfare states of north-western Europe are discovering that their desire of the past three decades to restrict labour immigration as much as possible is no longer 'in sync' with changing labour market demands, which are growing both for the highly skilled and the unskilled. In order to satisfy the demand for unskilled labour, schemes are being proposed that would allow for circular migration. The European Commission is a forceful promoter of these schemes. Member states such as the Netherlands, which we take as a case in point, are also considering modes by which to allow temporary unskilled labour migration, but seem intent on employing regulatory tools that are not very different from those used in the 'guest worker' era, which brought about large-scale settlement. Up to the present time, the resulting ethnic minority groups are the subject of large integration efforts on the part of the receiving states. This begs the question of the extent to which 'circular migration' would be different from 'guest worker' schemes, in its management and its outcomes." (Author's abstract, IAB-Doku) ((en))},

   Abstract= {"Around 9 % of the Lithuanian workforce emigrated to Western Europe after the enlargement of the European Union in 2004. I exploit this emigration wave to study the effect of emigration on wages in the sending country. Using household data from Lithuania and work permit and census data from the UK and Ireland, I demonstrate that emigration had a significant positive effect on the wages of stayers. A one-percentage-point increase in the emigration rate predicts a 0.67 % increase in real wages. This effect, however, is only statistically significant for men."    Abstract= {"This study explored and compared the effectiveness of Minimum Income (MI) schemes for persons of working age in the European Union (EU). Using the European microsimulation model EUROMOD, we estimated indicators of coverage and adequacy of MI schemes in 14 EU countries. In terms of coverage, we found that in several countries, some individuals are ineligible for MI even when they fall below a poverty line set at 40 per cent of median income. With respect to adequacy, we show that in certain countries, a large fraction of those entitled to MI remain at very low levels of income even when MI benefit is added. Overall, our findings suggest that MI schemes in Europe remain divergent, and that their clustering may be more complex than has hitherto been allowed for." (Author's abstract, IAB-Doku) ((en))},

   Abstract= {"The reaction of the German labor market to the Great Recession 2008/09 was relatively mild - especially compared to other countries. The reason lies not only in the specific type of the recession - which was favorable for the German economy structure - but also in a series of labor market reforms initiated between 2002 and 2005 altering, inter alia, labor supply incentives. However, irrespective of the mild response to the Great Recession, there are a number of substantial future challenges the German labor market will soon have to face. Female labor supply still lies well below that of other countries and a massive demographic change over the next 50 years will have substantial effects on labor supply as well as the pension system. In addition, due to a skill-biased technological change over the next decades, firms will face problems of finding employees with adequate skills. The aim of this paper is threefold. First, we outline why the German labor market reacted in such a mild fashion, describe current economic trends of the labor market in light of general trends in the European Union, and reveal some of the main associated challenges. Thereafter, the paper analyzes recent reforms of the main institutional settings of the labor market which influence labor supply. Finally, based on the status quo of these institutional settings, the paper gives a brief overview of strategies to combat adequately the challenges in terms of labor supply and to ensure economic growth in the future." EU economies are undergoing dramatic industrial restructuring due to a number of causes, such as the Eastward enlargement and economic integration of Central and Eastern European countries, as well as a more general process of integration of emerging economies into world trade. In turn this is causing technical change, relocation of economic activities and reallocation of capital and labour resources. An overly optimistic view of the ability of the market economy to sustain economic development has long neglected the labour market consequences of structural change, but the availability of new data sets and the specific nature of economic transition in new member states has once again brought this issue to the fore, suggesting that it might also provide an explanation of several typical features of regional imbalances in old member states.    Abstract= {"From its inception, the Erasmus student exchange programme has been promoted by the European Commission as a 'civic experience' that instils or enhances a European consciousness among participants. Recent scholarship on European identity has made similar claims about the civic significance of foreign study, yet the empirical basis for these claims remains a subject of debate. This article unpacks the logic of the civic view of Erasmus and submits the individual assumptions to empirical investigation. Based on a survey of more than 2000 respondents from 25 EU countries, this study has the advantage of being both larger and more multinational in composition than the major previous studies. The data largely support the logic of the civic view of Erasmus, demonstrating the intercultural nature of the sojourn abroad, providing compelling evidence that the Erasmus experience contributes to attitudinal changes about Europe among participants, and highlighting significant differences between the Erasmus students and those who do not study abroad when it comes to levels of support for the EU and extent of identifying as European." Overall, we find a picture of mixed progress towards gender equality goals across Member States. There is evidence of the EU soft law approach leading to positive developments as the use of targets in conjunction with Country-Specific Recommendations and Points-to-Watch have had some influence in promoting gender equality policies among Member States. However, the weakened position of gender mainstreaming in European-level initiatives has led to gender being marginalised or ignored in national and EU policy responses to the crisis. The prominence of gender has declined further in the 2010 revision of the EES under the 2020 banner.    Abstract= {"Europe has long embraced the use of vocational education to prepare youth for entry into the workforce. None has moved into this as strongly and consistently as Austria, Germany, and Switzerland. With their dual education systems and the intensive apprenticeship programs, these countries have forged very close links between the education system and industry. While many other European countries have developed extensive vocational programs, they have stopped short of the full commitment to apprenticeship programs. Would all of Europe be better off by moving further in the direction of a tightened school-workplace linkage? While the discussion of vocational education in general has been going on for some time, it has intensified with the recession of 2008 and the subsequent slow recovery of employment. Indeed the raw data suggest that people with vocational education at the upper secondary and tertiary level have higher employment rates than those with general education and that this difference is especially pronounced for young people (age 25 - 34). Vocational education, particularly with apprenticeships, is designed to ensure that workers have jobrelated skills that make them immediately useful to firms. Thus, especially when faced with unemployment problems, it may be good policy to ensure that the education system is providing the skills most needed by the economy. But the decisions are more complicated than just that, and policy deliberations must also consider a broader set of issues. First, there is now considerable evidence that general academic skills - mathematics, reading comprehension, and scientific understanding - have a strong influence on economic growth. Part of this comes from contributing to innovation in the economy, but part also comes from having a generally sophisticated workforce that can assimilate new production approaches. Thus, as a first caution, it is important that vocational programs not slight on the development of general cognitive skills. Second, being prepared for immediate employment must be balanced by implications for employment as the job demands change. In a rapidly growing economy, the nature of most jobs throughout the economy is continuously evolving. This evolution means that the skills that a worker initially brings to the job may become obsolete as the job changes. These changes may be dealt with through 'lifelong learning', a currently popular theme of policy discussions. But, it is important that careful thought be given to both the character and the economics of such lifelong learning. The evidence currently available points to a tendency for the gains in initial employment that come with apprenticeship programs to be offset in varying degrees by lessened employability later in life. Such tendencies are amplified by more rapid economic growth. As a result, it is important that policy take a broad perspective about the expansion of vocational education and not concentrate completely on initial employment." (Textauszug, IAB-Doku)},

   Abstract= {"The southern European periphery suffered a severe setback in its catching-up process versus Western Europe after the financial crisis with GDP dropping by 10% between 2008 and 2012 and unemployment rates increasing to 20% for Greece, Portugal and Spain. We analyse first the reason for this setback, and then the policy reaction of the national governments and the European partners. Policy reactions mainly focused on restoring price competitiveness. It has important blind spots as far as industrial restructuring, upgrading tourism, making use of globalisation and alternative energies, supporting business starts, connecting education, as well as innovation and firm creation are concerned. There is a lack of national ownership of the reforms on the one hand, and a neglect of the European community and the surplus countries on the other hand, that they could support the southern periphery by measures increasing welfare in the community as well as in the surplus countries.    Abstract= {"In this paper, we provide a micro-econometric analysis of the relationship between quality of work indicators and employment dynamics in ten European countries over the period 1995-2005. For this aim, we have matched two large scale data sources - the Labour Force Surveys and European Working Conditions Surveys - by country, year and socio-economic profile, which has been defined by combining gender, age, occupation and industry. Our results show that when reasoning on an unconditional level there is a positive relationship between quality of work and employment growth. However, after controlling for structural effects, jobs whose number is increasing are not necessarily of better quality than jobs whose number is declining. Agricultural, low skilled and young workers, individuals working in sectors related to infrastructures or education, health and public administration as well as living in Austria and Belgium are particularly concerned."    Abstract= {"We suggest the first large-scale international comparison of labor supply elasticities for 17 European countries and the US, separately by gender and marital status. Measurement differences are netted out by using a harmonized empirical approach and comparable data sources. We find that own-wage elasticities are relatively small and much more uniform across countries than previously thought. Differences exist nonetheless and are found not to arise from different tax-benefit systems or demographic compositions across countries. Thus, we cannot reject that countries have genuinely different preferences. Three other results, important for welfare analysis, are consistent over all countries: the extensive (participation) margin dominates the intensive (hours) margin; for singles, this leads to larger labor supply responses in low-income groups; income elasticities are extremely small everywhere. Finally, the results for cross-wage elasticities in couples are opposed between regions, consistent with complementarity in spouses' leisure in the US versus substitution in spouses' household production in Europe." This paper addresses the first challenge by controlling for multilateral resistance to migration, and the second one by incorporating 10-year bond yields as an explanatory variable in a study of European bilateral migration flows to Germany between 2006 and 2012. We show that, while expectations and current economic conditions at origin are significant determinants of migration, diversion effects account for 78 percent of the observed increase in German gross migration inflows."    Abstract= {"We study how the EU enlargement in 2004 and the Great Recession in the late 2000s have shaped the scale and composition of migration flows from the New Member States to Germany. We demonstrate that immigration increased substantially despite the restrictions on the German labor market, and that net flows decreased to zero at the outset of the recession. The cohorts arriving after 2004 had on average a lower education than the previous arrival cohort, but the wage gap compared to Germans became narrower over time. Almost 10 years after EU enlargement, we re-assess the transitional arrangements, and argue that Germany would have been better off, had it immediately opened its labor market. Finally, the Great recession allows us to study how effective migration within the EU is as an adjustment mechanism. Our data clearly show an increase in immigration from countries that were hit by the crisis, although the annual net flows are still too small to significantly reduce unemployment in the countries hit by the crisis." The process of coordination that followed has supported Member State cooperation and has become a catalyst for modernising VET systems across Europe. The Bruges communiqué in 2010, in line with the Europe 2020 strategy and the policy priorities for VET, combines a long-term perspective with short-term measures. Pursuing short-term deliverables requires immediate action and it is important to follow developments closely; as before, Cedefop and ETF have been entrusted with this task. This report analyses progress towards the short-term deliverables. The synthesis report indicates the overall trends and the progress of Member States.    Abstract= {"The global crisis led to a smaller increase in the unemployment rate than in most other OECD countries as employment has been sustained through intensive use of reduced working time schemes. These schemes have mostly benefited workers with permanent contracts while the higher unemployment mostly affected workers with weaker labour market attachment. A main challenge for policy makers is therefore to avoid that the increase in labour market segmentation between insiders and outsiders that would hurt the most vulnerable. Over the medium term, labour market policies need to respond to the ageing of the labour force, which implies that an increasing number of workers with permanent contracts will retire. Thus, policies must focus on enabling the current labour market outsiders to get a stronger foothold on the labour market as well as to mobilize under-utilised labour resources. The wage determination system has allowed wages to increase faster than the main competitors and faster than productivity, leading to a gradual loss of cost competitiveness. Minimum wages are high by international standards, hampering entry to the labour market for many low-skilled workers. Unemployment benefits are relatively generous, and particularly for long-term unemployed. A complicated tax-benefit system has created high effective marginal tax rates and numerous labour market traps.    Abstract= {"The first section of this paper evaluates the experience of the European Union with internal mobility of workers and its labor market effects in sending and receiving EU member states, with a specific focus on skilled migration. We review the institutional framework as well as key indicators of the free movement of workers in the European Union; we study the determinants of and remaining obstacles to internal labor mobility in the European Union; and we evaluate the potentials and challenges of the harmonization of legislation at the sub-EU level to facilitate skilled mobility in the European Union. Finally, we examine the role of EU labor market institutions in conditioning the flows of skilled migrants in the European Union. The next section examines the role of a range of migration policies for skilled labor flows between ENP countries and the European Union, as well as the effects of such flows in those countries. Similarly as for internal mobility in the European Union, we first examine the institutional and political contexts of the ENP. We then review the patterns of skilled labor mobility between the European Union and the EU Neighborhood partner countries; study the determinants of skilled labor mobility between the EU and the ENP; evaluate the impact of the ENP on skilled migration into and within the European Union; and shed light on the remaining obstacles to internal mobility of the skilled EU labor force. Section 4 evaluates some of the key questions that drive migration policy debates around the globe, such as whether migrants displace resident workers from their jobs or whether they decrease their wages. Another perspective that we consider is that of the sending countries and the labor market effects of out-migration.    Abstract= {"There is little previous comparative research on how new EU member state immigrant population (NMS) and their labour market performance differ across the old member states. This paper extends the earlier literature by investigating NMS immigrants' composition and labour market performance in Finland, Germany, the Netherlands, and the United Kingdom which are characterized by considerable differences in their labour market institutions. These institutional structures might also influence the labour market outcomes of NMS immigrants and these countries' abilities to absorb immigrants. As measures of labour market performance we use labour force participation, employment, type of employment, and occupational attainment. We use pooled cross-sectional data from the European Union Labour Force Survey from years 2004-2009 in the analyses.
We find that NMS12 immigrants had on average a lower probability of employment in comparison to natives in all other countries except for the UK during period 2004-2009. With the time spent in the host country the employment gap between NMS12 immigrants and natives narrows in Finland, Germany and the Netherlands. The type of employment and a higher risk of working in low skilled jobs NMS immigrants have in comparison to similar natives also indicate that the NMS immigrants have a more disadvantaged position in the host country labour market." Using EU-SILC and OECD data, we conduct discrete time survival analyses with shared frailty specification to identify policy effects at the micro and macro level. Empirical evidence suggests that unemployment benefit receipt is associated with longer reemployment duration at the individual level. Furthermore, countries with more generous unemployment insurance and higher ALMP spending show a more sustainable reintegration record of previously unemployed workers. These results point to a policy trade-off between the well-confirmed disincentive and locking-in effect of unemployment benefits and ALMP programmes on the one hand, and their positive effect on reemployment stability on the other hand." A significant proportion of these migrants stayed abroad only temporarily, and the Great recession may have triggered return intentions. However, a return may be postponed if the economic situation in a sending region is persistently worse. This paper documents emerging evidence on return migration in post enlargement Europe combining several data sources to describe the characteristics and selection of the returnees, as well as the determinants of return migration and potential remigration decisions. The findings suggest that brain circulation rather than brain drain is relevant for several new member states and that returnees are most likely to migrate again. Moreover, the proportion of potential movers is larger in countries most affected by the crisis. Repeat and circular migration is expected to alleviate the potential negative impacts of the crisis, leading to a more efficient allocation of resources within the enlarged EU." In vielen Regionen ging die Erwerbslosenquote 2011 zurück, während in anderen ein starker Anstieg zu beobachten war. Insgesamt bestehen bei den regionalen Erwerbslosen- und den Beschäftigungsquoten zwischen den 271 NUTS-2-Regionen weiterhin große Unterschiede.    Abstract= {"The economic crisis continued to have a strong asymmetric impact on regional labour markets in the European Union (EU) in 2011. In the EU- 27, the unemployment rate among the 15 to 74 age group remained stable at 9.6 % while the employment rate for the 20 to 64 age group rose slightly to 68.6 % in 2011 compared with the previous year. Many regions saw declining unemployment rates in 2011 while others recorded large increases. Overall, large disparities in regional unemployment and employment rates persist between the 271 NUTS 2 regions of the EU-27. The development of regional unemployment rates since 2008 shows that labour markets in the Spanish and Greek regions have been hardest hit by the consequences of the economic downturn, but large increases in unemployment rates were also recorded in many other regions across the EU-27.    Abstract= {"Im international angelegten IAB-Forschungsprojekt ReLOC - Research on Locational and Organisational Change - werden die Auswirkungen der Direktinvestitionen deutscher Unternehmen in Tschechien auf die Arbeitsmärkte in beiden Ländern untersucht. Analysiert werden u. a. die Effekte der grenzüberschreitenden Firmentätigkeit auf die Beschäftigungsentwicklung sowie die Qualifikations- und Lohnstrukturen in Deutschland und Tschechien. Investitionen in Produktions- und Dienstleistungsaktivitäten im Ausland spielen im Rahmen der ökonomischen Integration der europäischen Märkte eine herausragende Rolle. Die Theorie der multinationalen Unternehmung unterscheidet zwei Hauptmotive für ausländische Direktinvestitionen. Während vertikale Direktinvestitionen zur Ausnutzung von Kostenvorteilen getätigt werden, erfolgen horizontale Direktinvestitionen zur Erschließung eines zusätzlichen Marktpotenzials. Insbesondere wenn ein hohes Lohngefälle zwischen Heimat- und Zielland der Direktinvestitionen vorliegt, stellt sich die Frage, inwiefern die zunehmende internationale Aufspaltung der Wertschöpfungskette zu Arbeitsplatzverlusten im Heimatland führt und welche Auswirkungen auf den Arbeitsmarkt des Ziellandes festzustellen sind. Darüber hinaus können die Aktivitäten multinationaler Unternehmen die regionale Verteilung von Produktionsfaktoren und Wohlstand beeinflussen. Im Hinblick auf diese Fragen bestehen Forschungslücken sowohl auf theoretischem als auch auf empirischem Feld, in die das IAB mit dem ReLOC-Projekt hineinstößt. Um dem Mangel an verlässlichen Informationen entgegenzuwirken, ist ein wichtiger Bestandteil des Projekts eine Unternehmensbefragung, bei der von September 2010 bis Mai 2011 Unternehmen in Deutschland und Tschechien interviewt wurden. Befragt wurden in beiden Ländern sowohl grenzüberschreitend verbundene Unternehmen als auch eine Referenzgruppe aus Unternehmen, die keine Auslandsbeteiligungen bzw. keinen ausländischen Eigentümer aufweisen.    Abstract= {"The internationally coordinated IAB research project ReLOC - Research on Locational and Organisational Change - investigates the impact of direct investments of German firms in the Czech Republic on the labor markets in both countries. The analysis focuses on the effects of these cross-border business activities on employment, skill and wage structures in Germany and the Czech Republic. Investments in manufacturing and service activities abroad are a widespread phenomenon that is closely related to the process of economic integration of European markets. The theory of the multinational firm makes a classic distinction between two types of foreign direct investment. Vertical foreign direct investment is undertaken for the reason of cost savings, whereas horizontal foreign direct investment refers to investments that are performed in order to gain product market access. A central controversial topic concerns the impact of offshoring and the slicing up of the valueadded chain of production and service activities on net employment in the country of origin and in the target country, particularly when countries with significant wage level differences are involved. Moreover, the activities of multinational firms are likely to influence the interregional allocation of productive resources and wealth. Concerning these research topics important gaps in both the theoretical and the empirical field exist that the ReLOC project aims to fill. In order to counter the lack of reliable information a central element of this project is a firm survey launched by the IAB both in Germany and in the Czech Republic. From September 2010 until May 2011 interviews were conducted in firms having cross-border linkages as well as in a comparison group of firms not investing abroad or without any foreign ownership respectively. Based on the survey new - internationally unique - linked employeremployee micro data sets are to be created that, by adding a time dimension, provide excellent conditions for profound empirical investigations. Both these studies, of those who lost their jobs and those who stayed at the restructured workplace, have never before been analysed by common, EU-wide and representative, datasets. The report also provides an overview of recent restructuring using the ERM database. While restructuring cases reporting job loss have fallen since the peak of 2009, they still outnumber announcements of job gain. Several recent cases testify to serious problems in the once very promising alternative energy sector in Europe.    Abstract= {"Aktuelle Arbeitsmarktdaten zeigen, dass in Phasen eines Konjunkturabschwungs die Situation der LeiharbeitnehmerInnen besonders schwierig ist. Im Mittelpunkt der Untersuchung stand die Frage nach der Beständigkeit von Leiharbeitsverhältnissen bzw. der Erwerbskarrieren von LeiharbeiterInnen und deren individueller Umgang mit der derzeit angespannten beruflichen Situation. - Darstellung der aktuellen Beschäftigtenzahl von LeiharbeiterInnen in Österreich (Monatsendwertanalysen) und Analyse der Beschäftigtenentwicklung für die Vorjahre,
- Analyse der Beständigkeit der Leiharbeitsverhältnisse,
- Analyse der Abgangsprozesse aus der Leiharbeit mit Schwerpunkt auf der 'Brückenfunktion' (Leiharbeit als Überbrückung zu einer Standardbeschäftigung),
- Darstellung des individuellen Umgangs der Betroffenen mit der angespannten Situation am Arbeitsmarkt,
- Zufriedenheit der LeiharbeiterInnen mit dieser Form der Erwerbsarbeit im Hinblick auf Arbeitszeit, Arbeitsbelastung, qualifikationsadäquaten Einsatz, zukünftige Erwerbschancen,
- Analyse der Prekaritätsgefährdung von LeiharbeiterInnen,
- Analyse der Weiterbildungschancen und Weiterbildungsaktivitäten von LeiharbeiterInnen,
