%X "An unprecedented COVID-19-induced explosion in digital surveillance has reconfigured power relationships in professional settings. This article critically concentrates on the interplay between technology-enabled intrusive monitoring and the augmentation of managerial prerogatives in physical and digital workplaces. It identifies excessive supervision as the common denominator of 'essential' and 'remotable' activities, besides discussing the various drawbacks faced by the two categories of workers during (and after) the pandemic. It also assesses the adequacy of the current European Union legal framework in addressing the expansion of data-driven management. Social dialogue, workers' empowerment and digital literacy are identified as effective ways to promote organizational flexibility, well-being and competitiveness." %X "Young people's place in the labor market has been a topic of interest to the European Union and national governments for many years. This study analyzes young people who are Not in Employment nor in Education or Training (NEET) and Youth Unemployment (YU) in the European Union member states, through data collected over a period of sixteen years, considering the influence of some macroeconomic factors through an hidden Markov model. This approach is based on maximum likelihood estimation of the model parameters, and provides a dynamic classification of the countries into clusters representing different levels of the phenomena. We discover three clusters of countries, and we show that whereas Italy was the worst performing country in terms of both NEETs and YU, the Czech Republic was the best performing country in reducing NEETs, and Poland and Slovakia were the best performing in reducing YU." %X "Die Aufgabe der Europäischen Union, sich der Probleme der Arbeitslosenversicherung anzunehmen, wurde in den vergangenen zehn Jahren immer wieder zur Diskussion gestellt. Waren der Ausgangspunkt zunächst sondierende Gespräche, wurde daraus im Laufe der Zeit eine politische Verpflichtung der Präsidentin der Europäischen Kommission. Der vorliegende Artikel befasst sich in der Retrospektive mit den Ursprüngen der Idee einer EU-Arbeitslosenversicherung und erklärt die politische Dynamik hinter der Entwicklung dieses Konzepts. Nach der Großen Rezession 2009 und der darauf folgenden Finanzkrise im Euroraum hat eine neue Bewegung für eine stärkere soziale Dimension dafür gesorgt, dass die EU früher gezogene rote Linien in Frage stellen musste. Das Plädoyer für eine antizyklische soziale Stabilisierung auf Ebene der EU ist inzwischen ein Prüfstein für eine in materieller Hinsicht bedeutsame soziale Dimension der EU. Die COVID-19-Krise war der Auslöser für eine sprunghaft und deutlich erhöhte EU-Haushaltskapazität einschließlich der finanziellen Unterstützung von Maßnahmen zum Erhalt von Arbeitsplätzen. Der Artikel postuliert, dass diese neuen Instrumente nicht ausreichen werden, wenn wir nicht gleichzeitig ein EU-Sicherheitsnetz für diejenigen aufspannen, deren Arbeitsplätze in einer Zeit wirtschaftlicher Rezession nicht erhalten werden können." %X "The need for the European Union to get involved in unemployment insurance has frequently been debated in the past decade, starting from exploratory discussions and eventually becoming a political commitment by the European Commission President. This article looks back at the origins of the idea of an EU-level unemployment benefit scheme and explains the political dynamics of the concept's evolution. Following the 2009 Great Recession and the subsequent eurozone debt crisis, a new movement for a reinforced social dimension has been pushing the EU beyond its previous red lines. The case for counter-cyclical social stabilisation at EU level is now a touchstone for a materially meaningful EU social dimension. The COVID-19 crisis triggered a giant leap to a greater EU budgetary capacity, including financial support for job-saving schemes. This article argues that these new instruments will not suffice without also creating an EU safety net for those whose jobs cannot be saved in a period of economic downturn." %X "What are the economic effects of the Ukraine war for Ukraine, Russia, and the rest of Europe? In this study, the Vienna Institute for International Economic Studies (wiiw) sheds light on the immediate consequences on the one hand, but also on the medium-term structural changes caused by the largest armed conflict in Europe since the Second World War. The Russian invasion of Ukraine has triggered a humanitarian crisis. Pre-war, almost 19 m people lived in those regions that are currently directly affected. Refugee inflows to the rest of Europe are likely to be at least three times greater than in 2015/2016. As Black Sea ports come under Russian assault, Ukraine has lost its ability to sell more than half of its exports, primarily agricultural commodities and metals. Western financial support will become ever more important as the war continues. Turning to Russia, sanctions will have a very serious impact on that country's economy and financial sector. Despite being partly hamstrung by the fact that a large proportion of Russian reserve assets are frozen in the EU and G7, the central bank managed to stabilise financial markets by a combination of confidence-building and hard-steering measures: capital controls, FX controls, regulatory easing for financial institutions, and a doubling of the key policy rate. The medium-term and long-term outlook is negative. As a result of the war and the sanctions, the rest of Europe faces a surge in already high inflation; this will weigh on real incomes and will depress economic growth. Many European countries rely heavily on Russia for oil and gas imports: import shares are over 75% in Czechia, Latvia, Hungary, Slovakia, and Bulgaria with respect to natural gas; Slovakia, Lithuania, Poland, and Finland with respect to oil and petroleum; and Cyprus, Estonia, Latvia, Denmark, Lithuania, Greece, and Bulgaria with respect to solid fuels. Aside from energy, the fallout via trade for the rest of Europe is likely to be small. Non-energy trade and investment links between Russia and many European countries have declined in importance since 2013. There are four main areas of structural change and lasting impact for the EU (and Europe more broadly) as a result of Russia's invasion of Ukraine. First, the EU will get more serious about defence. Second, the green transition will gather pace. Third, broader Eurasian economic integration will be unwound. And fourth, the EU accession prospects for countries in Southeast Europe could (and should) improve." (Author's abstract, IAB-Doku) ((en))

%X "The COVID-19 pandemic has had severe social and economic consequences. Governments have implemented or expanded a number of policy measures to cope with these consequences. In the paper, we ask whether there is more support for general social policy measures to compensate for the new uncertainties arising from the pandemic. Using survey data collected in two panel waves in March and June/July 2020, we analyse how public welfare attitudes have changed during the first phase of the pandemic in Germany. In addition to the individual-level survey data, we use time-varying regional data on infection and unemployment rates. We provide descriptive results and employ fixed-effects regressions. %X "Today, our thoughts go out to all women who have had to flee Ukraine to escape horror and to save their children, and to all those women who have remained behind to help defend their homeland. To those men and women who have the chance to live in (still) peaceful EU countries, we want to recall that gender equality remains a top priority. In the EU, major progress has been made in advancing women's rights over the past 25 years but challenges still remain, especially on the labour market. The gender pay gap is definitely not yet closed. Despite progress over the past few years, women in the EU are still paid less than men for equal work of equal value. In 2018, the gap was on average 14 %, and it is likely to have increased during the pandemic. In 2019, President von der Leyen put gender equality among the six priorities of her new Commission. In March 2021 the Commission published a proposal for a Directive to strengthen the application of the principle of equal pay for equal work or work of equal value between men and women through pay transparency and enforcement mechanisms. Is pay transparency important to close the gender pay gap? The short answer is yes. Over time women have been closing gaps relative to men in education, labour market participation, and attitude; areas which typically (used to) explain the gap. Yet pay differences persist. New research points to within-company dynamics as one of the most significant contributors to the pay gap. The directive proposes to address it through transparency and information sharing. This is expected to reduce the gender pay gap, even though the implementation, and in particular the operationalisation of the concept of equal work, will pose challenges to companies, and eventually can negatively weigh on the overall benefits." %X "This paper explores the effects of industrial robots and information and communication technology (ICT) on regional employment in EU countries. The empirical analysis relies on a harmonised comprehensive regional dataset, which combines business statistics and national and regional accounts data. This rich dataset enables us to provide detailed insights into the employment effects of automation and computerisation in EU regions for the period 2001-2016. The results suggest relatively weak effects on regional total employment dynamics. However, employment effects differ between manufacturing and non-manufacturing industries. Industrial robots show negative employment effects in local manufacturing industries, but positive employment effects in local non-manufacturing industries. While the negative effect is concentrated in particular local manufacturing industries, the positive effect operates in local service industries. IT investments show positive employment effects only in local manufacturing industries, while CT investments are shown to be irrelevant for employment dynamics. In contrast, software and database investments have had a predominantly negative impact on local employment in both local manufacturing and non-manufacturing industries."
