%X "In survey research the parental leave beneficiaries are usually coded as either employed or inactive. An exception is the European Labor Force Survey (EU-LFS), which includes parental leave among other forms of being employed but temporarily not working. This paper explores classification of parental leave takers in EU-LFS. We show that classification rules differ cross-nationally: in some countries parental leave takers are considered inactive, in others -- employed but temporarily not working. In particular in the Czech Republic, Estonia, Hungary and Slovakia the EU-LFS data classify the beneficiaries as inactive. We estimate the number of mothers on parental leave in these countries and show that EU-LFS employment rates of women aged 18-40 are biased downwards 2-7 percentage points; for mothers of children aged 0-2 the bias reaches 12-45 percentage points.Our study shows the limited comparability of EU-LFS employment rates and warns about possible bias in cross-national studies." %X "Unit Labour Costs (ULC) have increased much faster in the periphery than in core Eurozone countries since 1995. This divergence was pointed as a key amplifying factor in the Euro's 2010 crisis; but there is no consensus to date on its cause. This paper investigates the drivers of ULC divergence. It shows that faster tradable productivity growth in the periphery 'i.e. real convergence' contributed to rising real exchange rates and a sectoral shift towards non-tradable sectors, resulting in increasing ULC. This productivity effect explains one-third of the rise in ULC dispersion between 1995 and 2015. This fact bears important implications: it suggests that any effort towards further real convergence in Europe could be associated with a resurgence of ULC divergence, and it questions the use of rising ULC dispersion as an indicator of rising macroeconomic imbalances." %X "Over the past decade, the number of young people neither in employment, education, or training (NEET) has reached a seriously high level in many European countries. Previous studies have illustrated the heterogeneity of this group and that they differ considerably across Europe. However, the reasons of these cross-country differences have hardly been investigated so far. This study explores how the rates of different NEET subgroups are conditioned by various institutional configurations by applying fuzzy-set Quantitative Comparative Analysis for 26 European countries using aggregated EU Labour Force Survey data from 2018. The analysis reveals that institutional causes of being NEET are as diverse as the group itself. Thus, high levels of young NEETs with care responsibilities are found in countries with a lack of family-related services in conjunction with weak formalised long-term care as it is true in mostly Central Eastern European countries. In contrast, high rates of NEETs with a disability are prevalent mainly in Northern European countries where generous and inefficient disability benefit schemes exist that create false incentives to stay away from the labour market. Finally, high proportions of unemployed and discouraged young NEETs are found in those countries hit hardest by the crisis and with high labour market rigidities, low vocational specificity, and a lack of active labour market policies like in the Southern and some Central Eastern European countries. The results illustrate that young people face very different barriers across Europe and that country-specific measures must be taken to reduce the number of NEETs in Europe." %X "Not in Education, Employment, or Training (NEET) and its Spanish equivalent 'nini' (Ni estudia, Ni trabaja) have dominated youth policy discourses in recent years. Within the European Union, Spain is one of the countries with the highest proportion of young people in NEET situations. In this article, it is argued that the idea of NEET has been weaponised to stigmatise youth, by evoking the phantom of a demotivated young person with scarce training. This stigmatisation has little to do with the reality of many young Spaniards who can find themselves in different situations, such as unemployment, precarious employment, training and education in a matter of days. Thus, there is a need to consider the different experiences and structural circumstances of so-called NEETs rather than viewing them as a homogenous and static group. Using documentary analysis and secondary data, this article examines the diversity of NEET situations for the youth in Spain, which is generally not captured in large national statistics data-sets and policies. Furthermore, it analyses the EU Youth Guarantee and its application in Spain, highlighting where official objectives have not been met, and includes an overview of the current effects of the coronavirus crisis. Ultimately, the paper shows that public discourses centred on an artificially created social group (NEET) legitimise and produce policies that do not respond to young people's actual needs and problems, especially for the most vulnerable among them." %X "We compute participation tax rates across the EU and find that work disincentives inherent in tax-benefit systems largely depend on household composition and the individual's earner role within the household. We then estimate participation elas-ticities using an IV group estimator that enables us to investigate the responsiveness of individuals to work incentives. We contribute to the literature on heterogeneous elasticities by providing estimates for breadwinners and secondary earners sepa-rately, according to their potential earnings rather than gender. Our results show an average participation elasticity of 0.0-0.1 among breadwinners and 0.1-0.4 among secondary earners in the EU as well as a high degree of heterogeneity across coun-tries." %X "Ein Jahr nach Beginn der Pandemie stehen die Zeichen für die kommenden Monate auf Normalisierung der wirtschaftlichen Aktivität. Aktuell liegt die Wirtschaftsleistung im Euroraum nach einem erneuten Rückgang im Schlussquartal 2020 rund 5 Prozent unter ihrem Vorkrisenniveau. Dabei gibt es erhebliche Unterschiede zwischen verschiedenen Wirtschaftsbereichen und Mitgliedsländern. Frühindikatoren zeigen am aktuellen Rand eine gespaltene Konjunktur bei einer zuversichtlich gestimmten Industrie und weiterhin belasteten Dienstleistern. Mobilitätsdaten lassen zudem für das laufende Quartal einen erneuten Rückgang des privaten Verbrauchs und des Bruttoinlandsprodukts erwarten. Vor dem Hintergrund einer fortschreitenden Impfkampagne dürften die pandemiebedingten Einschränkungen der wirtschaftlichen Aktivität im Verlauf des Sommerhalbjahrs jedoch weitgehend zurückgeführt werden. Unter dieser Annahme rechnen wir für die kommenden Quartale damit, dass sich alle noch belasteten Wirtschaftsbereiche überall zügig den vor der Krise erreichten Aktivitätsniveaus annähern. Besonders kräftige Zuwachsraten sind beim Dienstleistungshandel, beim privaten Konsum und bei den Ausrüstungsinvestitionen zu erwarten. Insgesamt dürfte das Bruttoinlandsprodukt im Jahr 2021 um 4,8 Prozent zulegen, für 2022 erwarten wir einen Zuwachs um 4,3 Prozent. %X "One year after the start of the pandemic, lockdown measures and behavioural changes still weigh on economic activity in the euro area. After another decline in the fourth quarter of 2020, output is currently 5 percent below its pre-crisis level, with considerable differences between sectors and member states. Leading indicators confirm a mixed picture with strong industrial confidence but poor sentiment of service providers. A further drop in consumption-related mobility points to another GDP decline of about 1 percent in the first quarter of 2021. However, due to accelerated vaccination roll-out in the months ahead, combined with improving seasonal conditions, the pandemic-related restrictions on economic activity are expected to be lifted to a large extent over the course of the summer. Under this assumption, we expect all sectors of the economy to rapidly return to pre-crisis levels of activity in the upcoming quarters. Economic output is set to normalise with particularly strong growth rates for trade in services, private consumption and equipment investment. Overall, gross domestic product is expected to grow by 4.8 percent in 2021 and by 4.3 percent in 2022. The pre-crisis level of economic activity will probably be exceeded at the end of 2021." %X "Contrary to other studies, we find no robust effect of an increase in trade with China and Central European (CEE) countries on local employment, wages and inequality in the Netherlands. If there is an effect, it is small, with positive effects of increased exports counteracting the negative effects of increased imports. One of the reasons why we find different results for the Netherlands is the fact that the Dutch manufacturing industry was already undergoing changes well before the emergence of China and the CEE countries and became less sensitive to import competition from China or the CEE countries. In addition, the Netherlands has collective wage negotiations, which may help to explain that we do not find any effects on wages. While the effect of increased trade with China and the CEE countries on manufacturing jobs is limited, it can create uncertainty for workers. The negative effect of import competition and the positive impact of export opportunities on manufacturing jobs also point to adjustments across industries and regions. %X "Digital technologies have made it possible for many workers to carry out their work at any time and anywhere, with consequent advantages and disadvantages. Eurofound data show that teleworkers are twice as likely to exceed the 48-hour working time limit, take insufficient rest and work in their free time, with knock-on effects on their physical and mental health. To address this issue, there have been calls for the 'right to disconnect'. This report is based on case studies that chart the implementation and impact of the right to disconnect at workplace level. It builds on previous Eurofound research that shows an increase in collective agreements providing for a right to disconnect in countries that have enshrined this right in their legislation. With the exponential growth in teleworking brought about by the COVID-19 pandemic, the importance of striking a better balance between the opportunities and the challenges associated with teleworking and ICT-based flexible working has become more relevant than ever before."
