   Abstract= {"We provide new evidence on earnings volatility and labour market volatility, which also includes flows into and out of employment, of young workers across Europe during the Great Recession, and examine the institutional factors that may shape these flows. Using EU-SILC data, we document large disparities in volatility levels and trends across European countries. As expected, the Great Recession increased volatility among Europe's youth, offsetting the falling trend observed over the last years of economic prosperity. Larger unemployment benefits and more stringent employment protection legislation are related to lower earnings and labour market volatility."    Abstract= {"The expansion of the EU has generated vast interest and debate about an alleged crime - migration nexus. The gradual disappearance of borders within the EU has created opportunities for easier people movement, and potentially for offenders to commit criminal offences in other countries. The authors have found that little work has been undertaken to understand the general nature of criminal activity by intra-EU migrant populations. Data on localised offending by foreign nationals can be used to inform intelligence by national and international police agencies, to generate effective cross-border information exchange, aid investigatory techniques and significantly inform crime reduction activity and policies. However, where such information is not collected and available for analysis within member states, informed knowledge within and between member states is difficult to achieve. In order to begin to address these discrepancies, the authors suggest a multi-disciplinary and mixed methods approach that seeks understanding at the EU level."    Abstract= {"This paper assesses the role of the associational activity dimension of social capital in regional innovation for 257 EU 28 regions in the pre-crisis (2000 - 2007) and the crisis (2008 - 2012) period. The analysis is carried out using flexible non-parametric kernel regressions, which allow for exploring heterogeneity across space and over time. The results show that effects widely differ across regions, but no differences are found between periods. In particular, the largest effects are found for less developed and transition regions from the periphery. In contrast, for most of the developed regions in the core of Europe the impact is non-significant. These results might be useful for policy design in the H2020 framework." Im Vergleich mit der Wachstumskritik der 1970er Jahre (erste Welle) weist die gegenwärtige Debatte Gemeinsamkeiten und Unterschiede auf: Die Gemeinsamkeit besteht darin, dass sich die Kritik an Wachstumsfixierung und Konsumismus aus ökologischen, sozialen und kulturellen Quellen gleichermaßen speist. Der Hauptunterschied zwischen der ersten und der zweiten Welle besteht darin, dass nicht wenige soziale Innovationen der Gegenwart direkt an den Postwachstumsdiskurs anschließen oder diesem sogar entstammen, wofür etwa das Teilen, der kollaborative Konsum, das 'Prosumieren', also das Überwinden der Erzeuger-Verbraucher- Entfremdung, die Reparaturkultur oder die neue Wertschätzung für Eigenzeiten als Beispiele genannt werden.    Abstract= {"Post-growth concepts have been discussed intensively in Europe for more than a decade now. There is currently a second wave criticising the negative side effects of economic growth and consumerism. When compared to the first wave in the 1970 s, there are similarities and differences. Both waves have in common that environmental, social and cultural limits to growth were and are at the center of the debate. The main difference is that many of today's social innovations are directly related to the post-growth discourse including sharing, collaborative consumption, prosuming, the repair culture and the new appreciation of a good work-life balance. The article mainly deals with the question to what extent postgrowth ideas can contribute to a more sustainable Europe. It argues that while post-growth concepts and the related social innovations are promising from a sustainability perspective and have much to contribute, they need a supportive political framework and a political strategy that abandons the one-sided fixation on economic growth and instead puts ecology and equity at the center."    Abstract= {"Statistics on workplace accidents do not always reflect workplace safety because workers under-report for fear of job-loss if they report having had an accident. Based on an analysis of fatal and non-fatal workplace accidents and road accidents in 15 EU-countries over the period 1995-2012, we conclude that there seems to be cyclical fluctuations in reporting of non-fatal workplace accidents. Workers are less likely to report a workplace accident when unemployment is high. Furthermore, analyzing data from Italy and Spain on both workplace accidents and commuting accidents, we conclude that workers on temporary jobs are likely to under-report accidents."    Abstract= {"Asylum-seekers whose application for international protection in the European Union (EU) is rejected receive a return decision. However, the enforcement of this decision may be temporarily impossible due to legal or practical barriers, or policy choices. An assessment of the provisions in the Returns Directive offering social protection to non-removable rejected asylum-seekers shows that only limited standards of protection are guaranteed. Consequently, the EU Member States are left plenty of room to manoeuvre. This article raises the question of what social protection this particular group is legally entitled to in a sample of 17 EU Member States. For the purpose of this article, 'social protection' is defined as access to the labour market, health care and social benefits. This study finds that Member States' approaches differ markedly with respect to each of these three issues. Furthermore, it questions the added value of the current legal framework at the level of the EU.    Abstract= {"In this paper we study empirically the relationship between EU structural interventions and individual wages in Poland by employing the augmented NEG wage equation. Our analysis is based on the Labour Force Survey data compiled by the Polish Central Statistical Office for the period 2004 - 2009 that corresponds to the first EU financial 2004 - 2006 framework for Poland that was implemented until 2009. Using annual data on about 10,000 Polish workers in 16 regions, we find that a significant fraction of inter-individual differences in terms of return to labour can be explained by the EU funds variable. In addition, we also confirm that geography of market access as well as individual characteristics account are important in explaining spatial wage disparities in Poland." Inequality, indeed, may have long-term effects on (potential) growth and macroeconomic stability, reinforcing existing inequalities and reducing opportunities, skills development and social and occupational mobility. Structural reforms, i.e. labour and product market reforms and tax-benefit systems reforms, are one of the main tools available for public interventions aimed at boosting growth while not being detrimental to equality. In this context, DG ECFIN of the European Commission organised two workshops held on the 16th of May and the 19th of June 2017 aimed at enriching the existing knowledge of the relationship between structural reforms and inequality and taking place at a time where Europe discusses the social dimension, notably the European Pillar of Social Rights as proposed by the Commission and proclaimed at the Social Summit in Gothenburg. The first workshop focused on the methodological issues whilst the second one focused on policy evidence of the impact of structural reforms on inequality.    Abstract= {"The integration of refugees and migrants in general into the labour market - and into society at large - stands at the forefront of current policy debate. And rightly so: better integration enriches not only the migrant, but also the host country's population and its public finances.
A number of recent noteworthy publications have therefore studied the labour market integration process and how to improve it. While the diverse background of new arrivals is often acknowledged in these studies, on-the-ground labour market integration programmes too often follow a one-size-fits-all approach. In this Policy Insights study, we argue that there is a particularly strong case for labour market integration measures specifically geared towards female migrants. The primary reason is the traditionally low female labour market participation in the majority of source countries, which translates into a large excess gender gap in labour market integration among non-EU migrants in Europe. This gap is further mirrored by other important aspects of societal integration. We argue that this lack of labour market integration inhibits wider societal integration of female migrants.
Hence, integration efforts need to more explicitly take the gender dimension into account and further analyse the determinants of the gender gap in integration. A mapping of successful initiatives targeting migrant women, as has been done in recent best-practice guidelines, is therefore essential.    Abstract= {"This paper studies the labour market performance of refugees vis-à-vis comparable migrants across several EU countries and over time. We use recently released repeated cross - sectional survey data and find that refugees are 13% less likely to have a job and 32% more likely to be unemployed than migrants with similar characteristics. Their performance is relatively weaker also when analysing participation in the labour market, quality of occupation and income. Between 60 and 80% of the 'refugee gap' remains unexplained even when conditioning on unobservable factors by means of a rich set of fixed effects for areas of origin, entry cohorts, destination countries as well as their interactions. These gaps are larger for the areas of origin from which most refugees currently arrive and they persist until about ten years after immigration. We also assess the role played by asylum policies. First, we exploit the differential timing of the enactment of dispersal policies across European countries in a difference - in - differences setup and find that refugee cohorts exposed to these polices have persistently worse labour market outcomes.    Abstract= {"Besides creating new opportunities and improving the lot of many people around the world, globalisation and economic integration have also generated economic and social losses. The latter are particularly concentrated among the lower and middle classes of advanced industrialised countries, who have seen their position worsen primarily as a consequence of shifts in technological and geographic production patterns. Meanwhile, the nation state's capacity to tackle social problems such as inequality, poverty and unemployment has been declining as a result of its exposure to capital flows, endogenous transformations like ageing, institutional stickiness and growing public debt burdens. The populist response to this combination of problems is to reverse the process of globalisation and integration, and return to hard national borders. If at all possible, such sovereignist recipes would not, however, be an effective solution to the challenges of globalisation and integration. While such challenges must be acknowledged, new social policy solutions should be devised to improve the lot of the 'losers' of globalisation and integration without giving up the many advantages brought about by these processes. We argue that the European Union is the appropriate sphere in which to devise such solutions, for it works at a scale large enough to preserve the gains from openness while constituting an arena for the legitimate and viable creation of new boundaries for market corrections. Based on these premises, we present ideas for the development of a European Social Union, structured on five interrelated components: 1) the Member States' national social spaces; 2) the social citizenship space: 3) the transnational social space; 4) the EU's social policy; and 4) the European social constitution."    Abstract= {"This paper addresses the issue of current account imbalances of countries within a monetary union, now widely agreed to have been a major contributor to the persistent economic crisis in the EMU. In particular we focus on the role of wages for current account developments and a possible role for nominal incomes policies in limiting and correcting imbalances.
We set out why national current accounts remain important in a monetary union and examine the forces driving the current account balance. We present empirical evidence on current account developments in the Euro Area, focusing on countries in which a correction has occurred. Detailed counter-factual model-based simulations for Germany show that 'wage policy' on its own is scarcely able to make an impact on its huge and destabilising surplus; what is needed is a combined approach in which nominal wages follow a wage norm (productivity plus ECB target inflation rate) while aggregate demand is managed (in this case stimulated) to fully utilise productive potential.
Against this analytical background we develop a proposal for institutional reform of the Euro Area, building on existing institutions. Key elements are: reinstating the Broad Economic Policy Guidelines as the conceptual framework guiding economic policy, expanding the remit of the Fiscal Council and the Productivity Boards to cover the entire policy mix, and substantially developing the EU Macroeconomic Dialogue in particular by setting up MEDs at Euro Area and Member State levels." The European Commission's 'Employment and Social Developments in Europe 2017' report, for example, praises moderate economic growth and 'solid net job creation' in a 'job-rich recovery'. While the European Commission acknowledged ongoing challenges such as youth unemployment, it must also be recognised that the euro area's recovery has been piecemeal. Economic growth is encouraging, but it obscures the unemployed millions who have not tasted the fruits of the recovery. The euro area's labour market, while posting gains, remains in a worse state than before the Great Recession. Nearly half of the unemployed in the euro area have been jobless for over a year. In contrast with the United States, Japan and other regions hit hard by the crisis, the euro area's labour market exemplifies the most enduring damage of the Great Recession. European lawmakers need to soberly acknowledge the job market's failures and take targeted action, addressing the regions and demographics for whom the recovery is not working."    Abstract= {"After the crisis, the longstanding debate on a European unemployment benefits scheme (EUBS) was revived as part of a much larger debate on the need for a supranational automatic stabilisation function for Europe. The American unemployment insurance (UI) system, given its two-tier structure, has often been regarded as a model for a potential EUBS. Previous research has examined the lessons to be learned from the US UI. This paper builds on this literature but goes one step further as it carefully assesses whether the lessons from the US system could actually be implemented in a European context. Indeed, while there are important parallels between the US and the EU in some areas, significant differences in others may complicate implementation or even render it impossible. In this paper, the aim, therefore, is to identify the aspects of the US system to draw inspiration from - in light of the EU's institutional and political realities - and explain how they inform a potential EUBS. This exercise concentrates on the design and implementation of a potential EUBS. The paper highlights that a two-tier system helps to better attain the goals of unemployment insurance, as demonstrated by the American experience. It also shows the advantages of being pragmatic and taking an incentives-based approach. Other issues, such as solidarity and redistribution, seem more difficult to tackle in Europe than in the American context and would require further examination.    Abstract= {"We analyze the shortcomings of the Italian economy and of the labor market in particular against the backdrop of the widespread fear that Italy could turn into a second Greece and could trigger some kind of domino effect. The analysis shows that Italy is not a second Greece but the Italian economy is losing ground towards the majority of EU countries. The labor market is a mirror of Italy's lingering crisis: Mass unemployment, lack of perspective for young people, low labor force participation and a dwindling competitiveness. The labor market reforms which had been initiated to enhance labor mobility, to increase the incentives to work and to improve the employability of the unemployed are regarded as adequate but they should be completed to achieve the desired success. A delay of labor market and other essential structural reforms would hamper structural change and thereby diminish the prospects for economic growth that is required for the sustainability of Italy's debt burden."    Abstract= {"A highly educated and skilled workforce has been an important driver of productivity performance and prosperity in Belgium. This paper examines skills policies that could help improve productivity and inclusiveness. An increased focus on lifelong learning, improved and more flexible working conditions for older workers, and a more efficient allocation of students and skills would benefit productivity growth. Improving inclusiveness requires increasing access and participation in tertiary education, especially for students with disadvantaged backgrounds. Digitalisation holds the promise of large gains in labour productivity, but is disrupting the nature of employment relationships. It calls for measures that encourage information and communication technology (ICT) upskilling and for adapting tax and benefit systems to the rise of on-demand jobs linked to the use of e-platforms." This paper tells the story of the long transformation of unemployment insurance into a federal responsibility in Canada, and seeks to identify lessons from Canada's experience that might be useful as Europeans consider the potential of an EU-wide unemployment benefits scheme in response to the financial and euro crisis that started in 2008. Most European scholars look to the United States for transferable ideas. I argue that Canada is a more salient comparator, given that it has similar institutional features to the EU, and has successfully managed a pan-Canadian unemployment insurance benefits scheme for over 75 years. Lessons for the EU from Canada include the place of a centrally managed unemployment insurance programme in a monetary union, and insights with respect to stabilisation, labour mobility, redistribution, social solidarity, legitimacy, and institutional moral hazard."    Abstract= {"This publication presents statistics on labour market policy (LMP) interventions implemented by EU Member States and Norway in 2015, together with time-series for key variables covering the period 2002-2015.
Labour market policies are financial and practical policies that can help people in disadvantaged groups in the labour market move from inactivity and unemployment into employment or find better fitting jobs. They are varied and include job searching mechanisms, activation interventions and income supports (unemployment benefits). A set of these policies are grouped together as 'measures' or activation policies and include training, employment incentives, supported employment and rehabilitation, direct job creation, start-up incentives. The publication provides data on expenditure and participants in the different types of LMP intervention in 29 countries (EU Member States plus Norway) as well as related indicators that are used for monitoring the Employment Guidelines."    Abstract= {"Seit 2013 verfolgen die Union und ihre Mitgliedstaaten eine ehrgeizige Strategie zur Reduzierung der Jugendarbeitslosigkeit. Auf Vorschlag der Kommission haben alle Mitgliedstaaten der Einführung einer Jugendgarantie zugestimmt. Dabei handelt es sich um die politische Zusage - in Form einer Empfehlung des Rates vom April 2013 - , sicherzustellen, dass allen jungen Menschen innerhalb von vier Monaten, nachdem sie arbeitslos werden oder die Schule verlassen, eine hochwertige Arbeitsstelle oder Weiterbildungsmaßnahme oder ein hochwertiger Ausbildungs- bzw. Praktikumsplatz angeboten wird. Die Einführung der Jugendgarantie ging mit politischen Leitlinien und finanzieller Unterstützung auf EU-Ebene einher, insbesondere in Form der Beschäftigungsinitiative für junge Menschen (Youth Employment Initiative, YEI). Drei Jahre nach Einführung der Jugendgarantie gibt es in der EU 1,4 Millionen weniger arbeitslose Jugendliche.
Zusätzlich bietet die Beschäftigungsinitiative für junge Menschen (YEI) mit finanziellen Ausgangsmitteln in Höhe von 6,4 Mrd. EUR erstmalig eine gezielte Unterstützung für junge NEETs in Regionen, die mit Jugendarbeitslosigkeitsquoten von über 25 % zu kämpfen haben." (Textauszug, IAB-Doku)},

   Abstract= {"Austerity has become the new principle for public policy in Europe and the US as the financial crisis of 2008 has been converted into a public debt crisis. However, current austerity measures risk losing past progress towards gender equality by undermining important employment and social welfare protections and putting gender equality policy onto the back burner. This volume constitutes the first attempt to identify how the economic crisis and the subsequent austerity policies are affecting women in Europe and the US, tracing the consequences for gender equality in employment and welfare systems in nine case studies from countries facing the most severe adjustment problems.
The contributions adopt a common framework to analyse women in recession, which takes into account changes in women's position and current austerity conditions. The findings demonstrate that in the immediate aftermath of the financial crisis, employment gaps between women and men declined - but due only to a deterioration in men's employment position rather than any improvements for women. Tables are set to be turned by the austerity policies which are already having a more negative impact on demand for female labour and on access to services which support working mothers. Verstärkt wird dieser Effekt noch durch den vom BREXIT ausgelösten statistischen Effekt, da sich dadurch das Bruttoinlandsprodukt je Einwohner in der EU-27 verringern dürfte. Zur Überwindung der entstehenden Nachteile für die deutsche Regional- und Strukturpolitik zu Gunsten der entwicklungsschwächeren deutschen Regionen werden eine Reihe von methodischen Änderungen bei der Bestimmung des Bevölkerungsplafonds vorgeschlagen, um die nationalen regionalen Besonderheiten auch weiterhin im Rahmen einer nationalen Regionalpolitik angehen zu können."    Abstract= {"The study 'The Social Dimension of the EU' aims at identifying thematic key areas for potential benchmarking processes in the social field during the next potential upward policy convergence. Pros and cons of the benchmarking process, its benchmarks and corresponding social indicators are discussed, exemplified by the minimum income benefits, and further analysis is suggested to supplement the exercise. The study shows that benchmarking in the social dimension has its pitfalls when focusing on purely quantitative target setting. Thus, benchlearning processes are suggested, in which analysing the causes and frameworks for the societal challenges, learning from others and action taking stands in the forefront."
