Abstract= {"This paper is based on research amongst women living in England who are on the margins of the labour market. It analyses why current policy works so inadequately for this group of women, whose existence is often marked by poverty and social exclusion. It emphasizes the significance of the reality of women's lived experiences and the nature of local labour markets, and discusses how and why policy fails to respond to these. Women lack bespoke support and are channelled into 'women's jobs', perpetuating gender inequalities in employment and reinforcing precarious relationships with the labour market. In addition, the effect of the key ideas underpinning policy, in particular 'welfare dependency' and a 'work first' orientation, is to distort the responses to women claimants and to ignore the needs of non-claimant women returners. In conclusion the paper argues that current policy both overlooks the specificity of women's labour market disconnection and contributes to its reproduction." (author's abstract, IAB-Doku) ((en))},

Abstract= {"This study is the first to estimate mothers' marginal willingness to pay (MWP) for job amenities directly. Its identification strategy relies on German maternity leave length. The key aspect of the maternal leave framework is that mothers can decide whether and when to return to their guaranteed job. Thus, in contrast to previous studies that analyze the job search of employed workers, this framework allows us to overcome the limitation of not observing the wage/amenity offer process. A theoretical model of the leave length decision is derived from a random utility approach. Using data from the German Socio-Economic Panel and the Qualification and Career Survey, this model is estimated by a discrete duration method. The MWP for amenities can be inferred through the estimated elasticities of the leave length with respect to the amenities and the wage. The results provide evidence that mothers are willing to sacrifice a significant fraction of their wage to reduce hazards (22%) and to enjoy a flexible working schedule (36-56%)."    Abstract= {"The paper investigates maternity leave behavior in West Germany for females being employed between 1995 and 2006 using data from the German Socio Economic Panel. The observational study focuses on the investigation of individual and family-related covariate effects on the duration of maternity leave following first or second childbirth, respectively. Dynamic duration time models are used in which covariate effects are allowed to vary smoothly with duration of being in maternity leave. The intention of the paper is to demonstrate with state of the art models how effects of covariables change over time and to analyse substantial differences between maternity leaves following first and second childbirth. Particularly the personal income of mothers and the educational attainment influence the decision when to return into employment. The leave period following second birth is influenced by the mothers' attachment to the labour market between their two maternity leave periods. As fitting routine penalized spline smoothing effects is employed using available software in R (www.r-project.org)." (author's abstract, IAB-Doku) ((en))},
