%X Australia's welfare-to-work system has been subject to ongoing political contestation and policy reform since the 1990s. In this paper we take a big picture look at the Australian system over time, re-visiting our earlier analysis of the impact of marketisation on flexibility at the frontline over the first ten years of the Australian market in employment services. That analysis demonstrated that marketisation had failed to deliver the service flexibility intended through contracting-out, and had instead produced market herding around a common set of standardised frontline practices. In the interim, there have been two further major redesigns of the Australian system at considerable expense to taxpayers. Re-introducing greater flexibility and service tailoring into the market has been a key aim of these reforms. Calling on evidence from an original, longitudinal survey of frontline employment service staff run in 2008, 2012 and 2016, this paper considers how the Australian market has evolved over its second decade. We find remarkable consistency over time and, indeed, evidence of deepening organisational convergence. We conclude that, once in motion, isomorphic pressures towards standardisation quickly get locked into quasi-market regimes; at least when these pressures occur in low-trust contracting environments. However, there is a lack of comparable and consistent statistics, over time and across countries, on the number of platform workers, their characteristics and their types of jobs and tasks. This review article examines the attempts that have been made to measure the number of digital platform workers, including both traditional surveys and uses of big data, and it highlights the difficulties encountered and offers guidance on future attempts to estimate the number of digital platform workers." %X Employment services are commonly provided in networksettings, but it is rare to find social policy analyses of howunemployed people search for jobs through networks. In agerminal analysis of social networks and employment, MarkGranovetter argued that 'weak ties' (less familiar contacts)are more important to finding employment than are 'strongties' (family and friends). This is because weak ties providemore novel job-relevant information. Scholarship sinceGranovetter has predominantly supported the oppositeargument, namely, that strong ties are more important forthe unemployed, because they are more plentiful and thusprovide more information in aggregate. Findings are alsogenerally coloured by the focus being on 'informal' net-works or personal contacts. 'Formal' networks, as represen-ted most cogently by employment service providers, areabsent or underestimated in most social network studies.On the basis of a qualitative study of 80 long-term unem-ployed people in Australia, incorporating analysis of bothinformal and formal networks, we argue that although'strong informal' ties are vital to job search, it is also impor-tant to consider 'weak formal' ties, which can be comple-mentary if and where service organizations are able tosupply positive case management experiences. %X "Mit dem "Punktebasierten Modellprojekt für ausländische Fachkräfte" (PuMa) in Baden-Württemberg wurde von Oktober 2016 bis September 2019 in Deutschland erstmals ein kriterienbasierter Ansatz zur Steuerung der Fachkräftezuwanderung aus Nicht-EU-Staaten erprobt. Ziel der Evaluation ist es, die Zuwanderung nach Deutschland im Rahmen des Modellprojekts zu erfassen, seine Umsetzung abzubilden und Ergebnisse zum Verbleib und zum Arbeitsmarkterfolg der Zuwandernden bereitzustellen. Ein weiteres Ziel ist der Vergleich mit alternativen Steuerungsmechanismen der Zuwanderung. Im Bericht werden die Ursachen für die geringe Nutzung von PuMa untersucht. Ferner wird die Steuerungsfunktion der Kriterien zur Integrationsfähigkeit sowie der sonstigen Voraussetzungen für die Zuwanderung im Modellprojekt PuMa analysiert. Die geringe Nutzung schlägt sich auch in der geringen Zahl von befragten Fachkräften und Betrieben nieder, die die Aussagekraft der Ergebnisse begrenzt." (Autorenreferat, IAB-Doku)
%X "With the 'Points-based Model Project for Foreign Skilled Workers' (PuMa) in Baden-Württemberg, a points-based immigration system has been tested for the first time in Germany. The aim of the evaluation is to provide results on the immigration to Germany within the model project, to map its implementation and to provide results on the whereabouts and labor market success of the immigrants. Another goal is the comparison with alternative control mechanisms of immigration. The report ex-amines the causes of the limited use of PuMa. In addition, the effects of the criteria for integration and the other prerequisites for immigration are analysed. The limited use of PuMa results in low case numbers in the surveys of immigrants and compa-nies, which in turn limits the validity of the evaluation results." (Author's abstract, IAB-Doku) ((en))
