The research suggests that increasing the practical aspects of degree programmes, irrespective of the field of study, will reduce the incidence of initial mismatch. In terms of routes into the labour market, higher education work placements with the potential to develop into permanent posts and the provision of higher education job placement assistance were found to have substantial impacts in reducing the incidence of graduate mismatch. Abstract= {"Onlineplattformen gelingt es durch technische Innovationen die Transaktionskosten zwischen Nachfragenden und Anbietenden von Gütern und Dienstleistungen deutlich zu reduzieren. Dabei hängt die Bedeutung der Plattformen für den Arbeitsmarkt insbesondere davon ab, inwieweit sie in die Interaktion zwischen den Marktteilnehmenden eingreifen. Während Onlinemarktplätze im Wesentlichen den klassischen Marktplatz technologisch aufwerten, greifen Händler*** mit Plattformcharakter so sehr in die Interaktion ein, dass der Plattformbetreiber scheinbar selbst die Dienstleistung erbringt. Allerdings organisiert er deren Bereitstellung mit Hilfe von Soloselbständigen anstelle von abhängig Beschäftigten. Da eine Vielzahl von Arbeitnehmerrechten an die abhängige Beschäftigung in Unternehmen geknüpft ist, könnte diese Verschiebung zu mehr selbständiger Beschäftigung Handlungsbedarfe in den Bereichen der Absicherung und Interessensvertretung von Soloselbständigen begründen. Abstract= {"Due to technical innovations online platforms are capable of reducing transaction costs between market participants demanding a certain product or service and others supplying it. The extent to which the online platforms intervenes in the interaction between the market participants determines their impacts on the labor market. While online marketplaces essentially update classic marketplaces by means of technology, dealers with platform-character intervene that much into the interaction that the platform operator itself seems to be rendering the service. However, the dealer organizes the supply of his service by means of self-employed freelancers instead of employees. As a variety of employee rights are based on dependent employment, the shift towards more self-employment could warrant a need for action in regards to social safeguards and interest groups for self-employed freelancers. MyHammer (marketplace), Helpling and Clickworker (dealer with platform character), the online platforms discussed in the paper at hand, illustrate this assessment." Abstract= {"Background: Vocational rehabilitation for people with alcohol abuse/dependence can help individuals access and maintain employment, and further enhance physical and psychological health and well-being.
Objective: To examine demographic and rehabilitation service patterns affecting employment outcomes of consumers with alcohol abuse/dependence in state vocational rehabilitation agencies.
Methods: The sample included 7,798 persons (74% men and 26% women) with alcohol abuse/dependence who were closed either as rehabilitated or not rehabilitated by their state-run vocational rehabilitation agencies in the fiscal year 2009. Mean age of participants was 40.1 years (SD?=?10.2). The dependent variable was employment outcome. The predictor variables include a set of demographic variables and vocational rehabilitation service variables.
Results: The chi-squared automatic interaction detector (CHAID) analysis indicated that counseling and guidance services significantly enhanced competitive employment outcomes. The study also revealed the underutilization of job related services for assistance in finding employment, gaining employment, and retaining employment (e.g., job search assistance, job placement, and on-the-job supports). Also, an underutilization of training type services such as on-the-job training, miscellaneous training, occupational/vocational, and college or university training were revealed in serving consumers with alcohol abuse/dependence.
Conclusions: The data mining approach (i.e., CHAID analysis) provided detailed information and insight about interactions among demographic variables, rehabilitation service patterns, and competitive employment rates ranging from a low of 41% to a high of 76%, and these differences can be explained by rehabilitation service patterns." Heute ist eine zunehmende Professionalisierung der Sharing Economy zu beobachten, in deren Zuge ursprüngliche und idealistische Ziele des Sharings zunehmend über Bord geworfen werden. Sharingplattformen dienen auch nicht länger nur als Quelle alternativer Konsumbefriedigung, sondern zudem als Job- und Verdienstquelle. Dabei sind es die spezifischen ökonomischen Grundprinzipien der Sharingplattformen, die einen neuen Typus von Selbständigem hervorbringen - den Mikrounternehmer. Dieser ist unter speziellen, den Funktionsprinzipien der Plattformökonomie geschuldeten Arbeitskonditionen tätig. Insgesamt lässt die weitere Verbreitung dieser neuen Wirtschafts- und Arbeitsform eine 'Uberisierung' der Arbeitswelt erwarten. Abstract= {"Within a short period of time the sharing-phenomenon, originally triggered by altered consumer attitudes and preferences and enabled by modern networking technologies, gained momentum. Quickly sharing emerged from its niche existence. Today an increasing professionalization of the sharing economy can be observed: Many of the idealistic goals originally set are being abandoned. Also, sharing platforms are more and more recognized not only for their ability to provide alternative ways to satisfy consumption needs but also as sources of jobs and income. Sharing platforms' specific economical principles bring forth a new sort of self-employed worker -- the micro-entrepreneur. This new sort of worker is confronted with specific working conditions prevailing in the new platform economy. As a whole, the further proliferation of this form of working gives rise to concerns about an 'uberization' of work. This development raises questions in terms of modern protective rights for workers as well as social security benefits and therefore calls for the attention of regulators." Abstract= {"Lavoro & Psiche is a RCT aimed at increasing employment among severely mentally ill patients, by offering them a structured job-search experience. The key feature of the treatment was the presence of a 'job coach' entirely dedicated to support the job search of a small number (12-13) of mentally ill patients. What most often the job coach did was finding the patient a traineeship. If one were to consider only the effect of making the support of the coach available - the so-called Intention-To-Treat effect - it would be a disappointing statistically non-significant 5 percentage point difference in the employment of treatment and control members, in the full post-treatment year. However, the impact of making something available is rarely the primary interest of policy-makers, who would rather know the effect of receiving it. The main difficulty in obtaining unbiased estimates of the latter is that 'who receives what' is no longer solely determined by randomization, but also by post-randomization events and decisions. During the implementation period of Lavoro & Psiche of 2011-12, an unprecedented wave of traineeship opportunities hit those enrolled in the demonstration, both in the experimental and in the control group. The main finding is that, for the subset of the experimental group that was induced by the offer to be involved in a traineeship the chances of having a job in the post-treatment year more than double from the 17% of those who did not do any traineeship to the 34% of those who did, well above the Intention-To-Treat impact estimates." Abstract= {"We test whether different empirical methods give different results when evaluating job search assistance programs. Budgetary problems at the Dutch unemployment insurance (UI) administration in March 2010, caused a sharp drop in the availability of these programs. Using administrative data provided by the UI administration, we evaluate the effect of the program using (1) the policy discontinuity as a quasi-experiment, (2) conventional matching methods, and (3) the timing-of-events model. All three methods use the same data to consider the same program in the same setting, and also yield similar results. The program reduces job finding during the first six months after enrollment. At longer durations, the quasi-experimental estimates are not significantly different from zero, while the nonexperimental methods show a small negative effect." Abstract= {"In preparation for the Annual Report 2016/2017 of the German Council of Economic Experts, the IAB was asked for its expertise on future shifts in the world of work resulting from the economic and social changes caused by digitalisation and demographic development. In Autumn 2016, the IAB commented on the related challenges and the need for action for employees at the lower end of the qualification scale. In doing so, the IAB elaborated on the effects of digitalisation and demographic development on the demand for labour; on the potential for substitution by means of digitalisation and its regional variations; on possible improvements in employment conditions, additional qualification and further training requirements; as well as on the importance of advisory and placement services. It also helps countries to cope with rapid population ageing by mobilising more fully each country's potential labour resources. Weak labour market attachment of some groups in society reflects a range of barriers to working or moving up the jobs ladder. This report on Australia is the third country study published in a series of reports looking into strategies to encourage greater labour market participation of all groups in society with a special focus on the most disadvantaged. Labour market and activation policies are well developed in Australia. However, the gap in employment rates is still considerable for some groups of the population, including women with young children, disadvantaged youth, people with disability, people with mental health problems and the indigenous population. This report discusses the size of the gap and the - often multiple - barriers underlying low labour market participation of these groups, and it provides a non-exhaustive number of good practice policies and measures from other OECD countries which could guide Australia's policy development in the coming years."
