Sociological Theory 1: 201 - 233] relating to 'strong' and 'weak' ties in networks and from Coleman [1988. 'Social Capital in the Creation of Human Capital.' American Journal of Sociology 94: 95 - 121] and Putnam [2000. Bowling Alone: The Collapse and Revival of American Community. New York, NY: Simon and Schuster] relating to the role of social capital in creating bonding and bridging relationships. Ethnographic research was conducted among Brazilian labour migrants in small towns in Ireland and returnees in Brazil who were recruited initially through an agent in the late 1990s to work in meat processing. Within a short time social networks began to assume importance in accessing employment, including family and friends, Brazilian 'brokers' and 'non-pay Irish intermediaries'. Strong ties and bonding social capital were present within the migrant group, but weak ties and bridging social capital were also established which provided access to employment locally.    Abstract= {"In Sweden, the new government that took office in 2006 gave the Public Employment Service instructions to introduce private contractors as a complement to publicly provided services. In this paper I use survival analysis in an intention-to-treat approach to compare time to employment of jobseekers in labor market areas that cooperated with private contractors with jobseekers in labor market areas that did not cooperate with private contractors, all within the program Job and Development Guarantee. I use register data from the Swedish Public Employment Service and exploit within region and period variation in a differences-in-differences approach. I find that the labor market areas that cooperated with private contractors had lower turnover to employment than labor market areas that did not cooperate with private contractors. The observed result could be due to different reasons. However, among other things, the contract agreement with private contractors was not optimally designed with a poor incentives structure. Moreover, the introduction of private contractors increased the administrative burden upon the staff of the Public Employment Service." (Author's abstract, © Springer-Verlag) ((en))},

Diesem Ansatz liegt die Überzeugung zugrunde, dass es ausreichend viele offene Stellen gibt, um die Arbeitslosen in den Arbeitsmarkt aufzunehmen. In diesem Beitrag wird diese Prämisse mithilfe der umfassendsten erhältlichen Schätzungen von offenen Stellen (anhand der Employers Skills Surveys) sowie unter Verwendung von zwei Maßstäben (eng und breit) der Arbeitslosigkeit getrennt nach Beruf, Geografie und Zeitraum untersucht. The approach is underpinned by the belief that there are sufficient vacancies available to absorb the unemployed into the labour market. This paper tests this proposition by using the most comprehensive estimates of vacancies available (from the Employers Skills Surveys) and two measures (narrow and broad) of unemployment, by occupation, geography and time period.    Abstract= {"Since the economic crisis in 2008, European youth unemployment rates have been persistently high at around 20% on average. The majority of European countries spends significant resources each year on active labor market programs (ALMP) with the aim of improving the integration prospects of struggling youths. Among the most common programs used are training courses, job search assistance and monitoring, subsidized employment, and public work programs. For policy makers, it is of upmost importance to know which of these programs work and which are able to achieve the intended goals - may it be the integration into the first labor market or further education. Based on a detailed assessment of the particularities of the youth labor market situation, we discuss the pros and cons of different ALMP types. We then provide a comprehensive survey of the recent evidence on the effectiveness of these ALMP for youth in Europe, highlighting factors that seem to promote or impede their effectiveness in practice. Overall, the findings with respect to employment outcomes are only partly promising. While job search assistance (with and without monitoring) results in overwhelmingly positive effects, we find more mixed effects for training and wage subsidies, whereas the effects for public work programs are clearly negative. The evidence on the impact of ALMP on furthering education participation as well as employment quality is scarce, requiring additional research and allowing only limited conclusions so far."    Abstract= {"Helping job seekers to identify suitable jobs is a key challenge for policy makers. We develop and evaluate experimentally a novel tool that provides tailored advice at low cost and thereby redesigns the process through which job seekers search for jobs. We invited 300 job seekers to our computer facilities for 12 consecutive weekly sessions. They searched for real jobs using our web interface. After 3 weeks, we introduced a manipulation of the interface for half of the sample: instead of relying on their own search criteria, we displayed relevant other occupations to them and the jobs that were available in these occupations. These suggestions were based on background information and readily available labor market data. We recorded search behavior on our site but also surveyed participants every week on their other search activities, applications and job interviews. We find that these suggestions broaden the set of jobs considered by the average participant. More importantly, we find that they are invited to significantly more job interviews. These effects are predominantly driven by job seekers who searched relatively narrowly initially and who have been unemployed for a few months." (Author's abstract, IAB-Doku) ((en))},

   Abstract= {"This paper studies the effectiveness of vacancy information from the public employment services (PES) in Germany, focussing on vacancy information obtained early in the unemployment spell. As in many other countries, the German activation practice combines information provision with monitoring to increase the willingness to apply. In case of a failed application, unemployed may participate in more intensive active labor market programs (ALMP). Exposure to monitoring or participation in ALMP is likely to confound the effect of information; our aim is to disentangle the different effects. Based on a flexible propensity score matching approach, we find that vacancy information increases the entry rate into unemployment predominantly by jobs mediated via the PES. Monitoring seems to reinforce this effect while limiting the crowding out of transitions made through other channels. In case of continued unemployment, early vacancy information reduces the participation rate in ALMP for some labor market groups. This is however not found to mediate the effect on employment transitions. We hence suggest that early vacancy information may increase the cost-effectiveness of the overall activation process even in the case of unsuccessful applications.    Abstract= {"Das Forschungsprojekt stellt die Bedeutung von Sprache, Sprachkompetenzen und Sprachzugehörigkeit im Arbeitsvermittlungsprozess ins Zentrum. Es untersucht die sprachbezogenen Konzeptionen und Repräsentationen, die die institutionellen Diskurse und Praktiken prägen. Zu diesem Zweck konzentriert es sich einerseits auf die mit der Arbeitsvermittlung beauftragten Behörden und ihre Wissensproduktion zum Themenbereich Sprache und Arbeitsmarkt.    Abstract= {"Nicht erst mit der Initiierung des Entwicklungsprogramms 'BA 2020' versteht sich die Bundesagentur für Arbeit als 'lernende Organisation'. Das Zielindikatorensystem zur Bemessung und Bewertung von Effizienz und Effektivität in der Arbeitsvermittlung ist ein in diesem Zusammenhang eingeführtes, der organisationalen Selbstbeobachtung und Selbststeuerung dienendes Instrument. Das Projekt untersucht die Praxis des Vermittlungsprozesses im reformierten, um qualitative Indikatoren ergänzten, Zielsystem. Im Fokus stehen die produktiven und kontraproduktiven, beabsichtigten und unbeabsichtigten Wechselwirkungen der Reform auf und durch das Vermittlerhandeln. Die Umsetzung des Projekts erfolgt mittels eines für die deutsche Arbeitsverwaltungsforschung innovativen Forschungsdesigns. Durchgeführt wird eine organisationsethnografische Studie, die neben Interviews und Dokumentenanalysen vor allem mehrwöchige teilnehmende Beobachtungen in administrativen Abteilungen und Dienststellen vorsieht. Des Weiteren erfolgt im Projektverlauf eine repräsentative schriftliche und anonyme Befragung von Vermittlungsfachkräften, die aufbauend auf die Befunde der qualitativen Erhebung deren zahlenmäßige Relevanz aufzeigt.    Abstract= {"Not only since the initiation of the development program 'BA 2020' the Federal Employment Agency (Bundesagentur für Arbeit) understands itself as a 'learning organization'. In this context a new instrument for organizational controlling and selfmonitoring was implemented. The new system of target indicators is used to measure and evaluate the efficiency and effectiveness of employment services. This research project investigates the practices of employment services in the framework of the enhanced controlling instrument that is supplemented by qualitative indicators. Our focus is on the productive and contra productive, intended and unintended interactions through and between the reformed system and the actions of job agents. The project follows an innovative design in labour administration research. The core of the organizational ethnographic study consists of participatory observations at administrative departments and offices that will last several weeks, in addition to interviews and document analysis. In order to show the numerical incidence of the qualitative based findings, a number of representative interviews with job placement officers will be carried out in the further course of the project. The study investigates the everyday practices in regular operations of employment services and also includes vocational training services as well as employer services."
