%X "This paper focuses on current European employment policy, promoting the individual's responsibility for remaining employable. Within this supply-oriented framework, general political responsibilities of both increasing the demand for labour and facilitating the development of human capital through training and education opportunities are less emphasized than the individual's own responsibility to remain attractive for employers. In an analysis of perceived opportunities among European employees, we argue that the concept of 'employment security' can lift the individualized perspective on employability skills and attributes to a more structural and institutional perspective. To enhance individuals' chances of finding a job, educational and lifelong learning policies and active labour market measures are believed to be important factors, besides general demand in the labour market. Through multi-level modelling, we analyse the significance of individual and contextual factors on employees' perception of their chances in the labour market. The data used are from the European Social Survey (2010), including data from 21 countries. Our results indicate that employability cannot solely be regarded as an individual phenomenon relying on individual characteristics. We also need to focus on the institutional context enabling the individual to remain in employment in the existing mobile and risky labour market." (Author's abstract, IAB-Doku) ((en))

%X "This article explores the psychological contract of female clerical homeworkers who work from home full-time and are employed at a local authority. Qualitative interviews were carried out with homeworkers and their supervisors. Temporal flexibility was desired by all the homeworkers in order to achieve a better work - life balance, and was deemed important by women without children as well as those with childcare responsibilities. Our findings highlight that homeworkers were able to negotiate their own idiosyncratic deals with line managers in order to attain their desired levels of temporal flexibility. However, the issue of flexibility remains ambiguous with some supervisory staff being more comfortable with the concept than others, leading to some homeworkers enjoying different levels of temporal flexibility than their co-workers. Our findings suggest that employees perceive flexibility idiosyncratic deals of co-workers as fair as long as they achieve their own personal levels of temporal flexibility. %X "While welfare reform matters for workers and workplaces, it is peripheral in English-language sociology of work and industrial relations research. This article's core proposition is that active labour market policies (ALMPs) are altering the institutional constitution of the labour market by intensifying market discipline within the workforce. This re-commodification effect is specified drawing on Marxism, comparative institutionalism, German-language sociology and English-language social policy analysis. Because of administrative failure and employer discrimination, however, ALMPs may worsen precarity without achieving the stated goal of increasing labour market participation." %X "For the past decade the European Commission has urged EU member states to pursue 'flexicurity' policies aimed at achieving employment growth and social inclusion. However, the economic crisis and turn to austerity across the EU has presented the flexicurity model with a substantial challenge. This article argues that since 2008 labour policies across the EU have exhibited shared tendencies, but support for measures that might contribute to the achievement of the security aspects of flexicurity has been substantially weakened. In developing this argument, the article presents findings from a cluster analysis and detailed investigations of labour policies in EU member countries. The article also discusses the implications of the findings for comparative institutional analysis. It highlights differences in the approaches of countries that are commonly treated as members of the same institutional family, as well as similarities in the policies adopted by countries commonly associated with different 'varieties' of capitalism." %X "This study tests a central theoretical assumption of stress process and job strain models, namely that increases in employees' control and support at work should promote well-being. To do so, we use a group-randomized field trial with longitudinal data from 867 information technology (IT) workers to investigate the well-being effects of STAR, an organizational intervention designed to promote greater employee control over work time and greater supervisor support for workers' personal lives. We also offer a unique analysis of an unexpected field effect - a company merger - among workers surveyed earlier versus later in the study period, before or after the merger announcement. We find few STAR effects for the latter group, but over 12 months, STAR reduced burnout, perceived stress, and psychological distress, and increased job satisfaction, for the early survey group. STAR effects are partially mediated by increases in schedule control and declines in family-to-work conflict and burnout (an outcome and mediator) by six months. Moderating effects show that STAR benefits women in reducing psychological distress and perceived stress, and increases non-supervisory employees' job satisfaction. This study demonstrates, with a rigorous design, that organizational-level initiatives can promote employee well-being." (Author's abstract, IAB-Doku) ((en))

%X "Both Greece and Ireland have long suffered high youth unemployment rates and have been pressured to restructure their employment and social systems under the European Employment Strategy. Problems were aggravated by the harsh conditions imposed by the Troika following bail-outs. Yet there was significant divergence in youth employment outcomes between Greece and Ireland despite a convergence of policies. In Ireland, tighter conditionality of benefits and stronger 'activation' were already on the agenda of the social actors, so their implementation was not forcefully contested. In Greece, the lack of effective social protection made it difficult for successive governments to build support for flexibilization, and the escalating insecurity of young Greeks and their families gave rise to social unrest and political instability. %X "Papers attempting to explain female labour force participation either do not include women-specific variables or lack a proper dynamic specification. In this paper, we estimate a dynamic equation for female labour force participation in OECD countries from 1980 to 2007, taking into account several sets of variables. Moreover, we use our model to predict the results for 2007 - 2011, and we find that our model adjusts quite well to the actual data even with regard to the out-sample observations during the ongoing recession. In order to gain further insight concerning the interpretation and robustness of the equation, it is then compared to a similar equation for males. Our results show that real wage is one of the most relevant variables for female participation. Thus our specification could also be useful to endogenise labour force participation for a macro-labour market framework such as that of Layard et al. (1991, rev. 2005). Damit können Anerkennungsverluste, geringe Entlohnung und eine schlechte Einbindung in soziale Sicherungssysteme einhergehen, die gesundheitliche Belastungen hervorrufen. Der Artikel basiert auf der Annahme, dass der Zusammenhang zwischen atypischen Beschäftigungsformen und Gesundheit länderspezifisch variiert und durch institutionelle Merkmale wie dem Verhältnis von sozialer Sicherheit und Flexibilität des Arbeitsmarktes beeinflusst wird. Die empirischen Analysen werden mit Daten des European Working Conditions Survey 2010 und Makroindikatoren von Eurostat durchgeführt. In den meisten Ländern geht insbesondere Leiharbeit mit einer schlechten Gesundheit einher. %X "The flexibilization of gainful employment has led to an increase in atypical employment in most European countries. Due to the accompanying loss of recognition, low pay and poor integration into the social security system, health problems are almost inevitable. This article is based on the assumption that the correlation between atypical employment forms and health varies from country to country and is influenced by institutional characteristics such as the relationship between social security and flexibility on the labour market. Empirical analyses are carried out using data from the European Working Conditions Survey 2010 and macro indicators from Eurostat. The results show that there is a correlation in most countries, especially in regard to poor health and temporary agency work. %X "The aim of this paper is to analyse the experience of female part-time professionals with employee and managerial positions with the utilisation of flexible work arrangements in a corporate environment in the country with a full-time dominated work culture. The data represent a rare case study of the work environment in a Czech branch of one multinational company. This paper focusses on the position of female employees working part-time in professional and managerial positions. The reason for such an arrangement is their attempt to combine career and care for pre-school children. This paper evaluates the effects of flexible work policies in an environment where part-time work for female professionals is rarely available and, therefore, precious. %X "This article analyses the relevance of the extensive and the intensive margin of labour adjustment over the business cycle in Germany and in the United States. Previous research has found that, firstly, the extensive margin dominates and that, secondly, the relative relevance of the two margins is of similar magnitude in both countries. This is in contrast with results from the research on the German employment performance in the Great Recession which attributed part of the employment success to the widespread use of instruments of internal flexibility. Our results confirm that generally, the extensive margin is still the dominant margin of labour adjustment over the business cycle in both countries. While our reassessment shows that the relative importance of the extensive and intensive margin for the United States is stable over time, in Germany it is quite volatile over time. In general the intensive margin in Germany is more important than in the United States. However, its actual size depends crucially on the choice of the smoothing parameter of the Hodrick-Prescott Filter. In the Great Recession and the subsequent time period the intensive margin is dominant in Germany independent of the choice of the smoothing parameter." (Author's abstract, IAB-Doku) ((en))

%X "In this paper, we investigate the association between female leadership, work organization practices and perceived gender discrimination within firms. Using data for 30 European countries for the period 1995-2010, we find that having a female 'boss' is associated with lower overall gender discrimination at work. The female boss effect, however, differs across gender: it is associated with lower discrimination among female employees, but higher among male employees. We also investigate the underlying mechanisms that shape gender discrimination within firms. We find evidence of a 'women helping women' pattern through spill-over effects which reduce discrimination among women, but increase discrimination among men, particularly in female-dominated jobs. A better balance between work and life, a supportive work environment and flexible working time, particularly for women in high-skilled jobs, are shown to be effective in reducing gender discrimination. The above findings are robust to a number of specification changes and different sub-populations in our sample. Further, similar results are found when more traditional measures of gender imbalance, such as wages or career prospects, are used. Finally, to account for potential endogeneity and selection, arising from the non-random distribution of females in higher-rank jobs, we jointly estimate the selection process and the discrimination equation, finding support for a causal interpretation of the results." %X "As is its tradition, the 2016 EEAG Report begins with an analysis of the business cycle situation in the major economies around the world, including a forecast for this year. Chapter 2 addresses the demographic challenge faced by some EU countries, which is being exacerbated by labour mobility in the union, calling for a common solution to restore both cohesion between EU members and intergenerational fairness in society. Chapter 3 focuses on the need for tuning secondary education, a need starkly illustrated by the high levels of youth unemployment in Southern Europe. Practice-oriented dual education, standardised - and thus comparable - tests and greater coordination at the European level are all identified as key strategies.
