Abstract= {"The authors develop a model of cumulative disadvantage relating three axes of disadvantage for hourly workers in the US retail and food service sectors: schedule instability, turnover, and earnings. In this model, exposure to unstable work schedules disrupts workers' family and economic lives, straining the employment relation and increasing the likelihood of turnover, which can then lead to earnings losses. Drawing on new panel data from 1,827 hourly workers in retail and food service collected as part of the Shift Project, the authors demonstrate that exposure to schedule instability is a strong, robust predictor of turnover for workers with relatively unstable schedules (about one-third of the sample). Slightly less than half of this relationship is mediated by job satisfaction and another quarter by work-family conflict. Job turnover is generally associated with earnings losses due to unemployment, but workers leaving jobs with moderately unstable schedules experience earnings growth upon re-employment." Abstract= {"This study focusses on the provision of work-life balance practices across welfare states and industries and its effect on extraordinary turnover. Given the welfare states and the industry's differences, it is important to focus on extraordinary employee turnover defined as positive and negative deviations from the relevant means per year and by welfare state and industry. Based on a sample of 199 listed companies in these European welfare states from 2002 to 2011, the results showed that the provision of daycare services is higher in socially oriented welfare states (e.g., Sweden, Germany) or in low-technology industries (consumer services) than in liberally oriented welfare states (e.g., Italy, the United Kingdom) or in high-technology industries (e.g., IT). For the provision of daycare services, the findings support a decreasing effect on extraordinary employee turnover, whereas other practices such as flexible working, generous vacations and additional maternity leave have no effect." Abstract= {"This study examines whether working long hours alters the motherhood earnings penalty in the context of the United States. The author uses data from the National Longitudinal Survey of Youth (1979-2014) to model the annual earnings penalty mothers incur per child in the United States. The results support that working long hours (50+ hours per week) reduces the negative effect of motherhood on earnings for white women. Once we control for human capital and labour supply, however, there is no difference in the effect of children on earnings between full-time workers and overworkers. For Black full-time workers and overworkers, having an additional child has little effect on earnings. The findings suggest that although overwork appears to attenuate the earnings penalty for white mothers, white mothers who work long hours exhibit a smaller penalty because they already have high levels of human capital and supply a great amount of labour." Abstract= {"The potential for flexibility that individuals, companies and societies have determines the extent to which challenges, such as the Covid-19 pandemic, become overburdening crises. Defining flexibility as a potential avoids, on the one hand, a premature approval or rejection of flexibility as an analytical category and, on the other hand, directs attention to resources as the basis of potential for flexible adaptation. This article elucidates the pandemic-related challenges for employees and the emerging inequalities regarding social security and employment security. In contrast to insiders subject to social security contributions, who benefit from short-time or home office work, other persons are characterised by a lack of flexibility, including workers in less protected forms of employment, unemployed outsiders and younger people. From the perspective of educational, labour market and social policy, the challenge is to make proactive investments in resources that promote flexibility to the benefit of both sides of the labour market – employers and employees." Abstract= {"Few skilled workers in the UK have flexible working time – GPs are the exception – most can only choose between unemployment, or full-time work, which has changed little in recent years, while part time work is mainly unskilled. This market rigidity imposes major welfare losses, in contrast to flexibility of worktime for all in the Netherlands, which has the best work-life balance. Stagnating real wages and rising employer market power and inequality follow declining unionisation, but a standard four-day week, tax reform, basic income, and flexibility rights for all could reverse these trends and provide major welfare gains." Abstract= {"We use data from the 2019 EU Labor Force Survey to study gender and parenthood gaps in two dimensions of flexibility in working time arrangements in 25 European countries. We find that overall in Europe, there is no statistically significant gender difference in access to flexible work arrangements. However, women are less likely than men to have flexible working hours in the Central-Eastern and Southern European countries, whereas this gender gap is reversed in Continental Europe. At the same time, women are less likely than men to face demands from their employers that they work flexible hours. We also find that both mothers and fathers are more likely than their childless colleagues to have access to flexible working hours, but that fathers' workplaces are more likely than mothers' workplaces to demand temporal flexibility from employees. In addition, we find that working in a female-dominated occupation decreases the probability of having access to flexible work arrangements, and that this effect is stronger for women than for men. At the same time, we observe that both men and women who work in female-dominated occupations are less exposed to flexibility demands from employers than their counterparts who work in male-dominated or gender-neutral occupations. Finally, we find that compared to employers in other Europeans countries, employers in the Central and Eastern European countries are less likely to offer flexible working hours, especially to women, and with no additional flexibility being offered to parents; whereas employers in Continental and Nordic countries are more likely to offer flexible work arrangements, and with no gender gap." Abstract= {"This paper analyses the structures and patterns, dimensions and interest relations behind 200 years of working time negotiations and conflicts, based on historical and contemporary literature and research, mainly but not exclusively in Germany. One main thesis is that 'new' flexibilization trends are not new at all, while the effective standardization of working hours is limited to a couple of decades in the 20th century. Nevertheless and for various reasons, working time arrangements are a social and political issue which should not be left to individual contracting but subject to reflexive labour policy." Abstract= {"Life satisfaction research in psychology and economics uses various measures of well-being to identify the channels through which unemployment and different types of labor market policies affect an individual's social identity and well-being. Bringing unemployed people back to work is much more beneficial than just compensating them for the income loss. A cost-benefit analysis that considers personal identity and subjective well-being provides the necessary base for designing more efficient and effective labor market policies that allow a better balance of active measures such as training schemes and other employment assistance programs for the unemployed that help people to work and passive measures such as unemployment insurance payments that only compensate the unemployed for their income loss."
