Abstract= {"A conditional right to request flexible working arrangements (FWAs) has existed for most UK employee parents since 2003. However, there are growing concerns about access, particularly among fathers. Using nationally representative data from the 2015 UK Household Longitudinal Survey, this article examines fathers? perceptions of the availability of hours reduction, schedule flexibility and working from home. Results show that almost one-third of fathers believe that FWAs that reduce working hours are unavailable to them, compared with one-tenth of mothers. There are no gender differences in perceptions of availability of schedule and location flexibility. Among fathers, those with lower education levels, in lower status occupations, working in the private sector and in workplaces that do not have trade union presence are more likely to believe that FWAs are unavailable. Therefore, even though most employees now have the right to request FWAs, a significant minority of fathers do not perceive FWAs to be available to them." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"Pflegebedürftige lassen sich bevorzugt von Angehörigen oder FreundInnen zuhause pflegen. Dieser sogenannten informellen Pflege wird auch im Gesetz Vorrang vor formeller, stationärer Pflege eingeräumt. Für viele Angehörige entsteht jedoch ein Zeitkonflikt zwischen der Pflegearbeit und ihrer Erwerbsarbeit. Dieser Bericht zeigt, dass Frauen den Übergang in den Ruhestand nutzen, um diesen Zielkonflikt zu lösen und Pflege zu leisten. Die Erhöhung des Renteneintrittsalters, beispielsweise durch die Abschaffung der sogenannten Altersrente für Frauen, verlängert diesen Zeitkonflikt und reduziert dadurch das Angebot an informeller Pflege. Angesichts wachsender Pflegebedarfe und steigendem Renteneintrittsalter muss die Politik die Bedingungen für die Vereinbarkeit von Beruf und informeller Pflege verbessern. Hierzu sollten die finanziellen Anreize durch Lohnersatzleistungen, die an eine Mindestarbeitszeit geknüpft sind, ausgebaut werden. Gleichzeitig sollten die Bedingungen für eine flexible Arbeitszeitgestaltung und Homeoffice weiter gestärkt werden. Eine Verbesserung der Vereinbarkeit sowie finanzielle Anreize könnten dazu beitragen, dass sich auch Männer stärker in der informellen Pflege engagieren." (Autorenreferat, IAB-Doku)},

Abstract= {"We conducted an experiment in which we hired workers under different types of contracts to evaluate how flexible working time affects on-the-job productivity in a routine job. Our approach breaks down the global impact on productivity into sorting and behavioral effects. We find that all forms of working-time flexibility reduce the length of workers' breaks. For part-time work, these positive effects are globally counterbalanced. Yet arrangements that allow workers to decide when to start and stop working increase global productivity by as much as 50 percent, 40 percent of which is induced by sorting." Abstract= {"This working paper explores whether, and if so how, the patterns of change of labour market policies in EU member states have altered since the emergence in 2010 of reinforced pressures on public spending ('fiscal austerity'). Using evidence from – among other things – 11 national case studies it reports insights on the following questions. First, whether retrenchment or expansion have taken place in unemployment benefits (insurance and assistance), employment protection legislation and activation policies and how they have been distributed across these different domains and instruments. Second, how expansion and retrenchment have affected different workers, most notably those who were better protected and those less well protected. And third, whether the logic of activation policies has shifted and if so how, between policies that enable the unemployed to find good jobs and those that merely enforce incentives to actively seek and accept jobs. Overall, it appears that the welfare readjustment (that is, expansion in favour of those less well protected at the expense of those better protected) and flexicurity agendas are still the most common direction aimed for at least on paper within the group of countries examined, while there have also been country cases in which labour market policies changed in the direction of welfare protectionism – that is, expansion in favour of those better protected at the expense of those less well protected – and of overall retrenchment. Welfare readjustment and flexicurity have, however, resulted in more flexibility and activation and less security or protection overall. The trend towards activation has been strengthened, although activation has been pursued more by means of incentive reinforcement than by more expensive enabling programmes.
