Abstract= {"A 40-hour working week is the norm in Europe, yet some organizations require 60 or more working hours and in investment banks an alarming 120-hour weeks are known to be worked. What is more, these organizations often require workers to be permanently on call and demonstrate high production rates. Consequences of such practices include frazzled employees, with their families' and their own health under pressure. This article introduces our special issue of the German Journal of Human Resource Management. It tackles the many reasons behind excessive work hours and failed attempts to change working time arrangements in organizations. It first identifies three core ideas in previous research, namely the dispersed nature of regimes of excessive working hours, their high levels of persistence and their constitution at multiple levels of analysis. It then summarizes the contributions in this special issue. Finally, it proposes avenues for future research, such as focusing on the genesis and the historicity of organizational working time regimes, studying the interrelation of factors across multiple levels of analysis, and probing new theories to explain the extreme persistence of excessive working hours. The overarching aim of our special issue in this core area of human resource management is to contribute to an understanding of organizational working time regimes and the tenacity of excessive working hours in an effort to deepen our knowledge of how to change them." Abstract= {"Political actors do not operate in a vacuum; rather, it is safe to assume that their preferences are influenced by the institutional context in which they operate. By means of novel interview data, which was collected in flexicurity countries, i.e. Denmark and Switzerland, and in dualizing countries, i.e. France, Germany and Italy, I investigate the preferences of parties, unions, state bodies, employers and social movement organizations towards traditional and activation strategies. I find that the institutional context indeed shapes preferences. The results reveal, for instance, that state bodies reject increasing activation efforts in flexicurity countries but support it in dualizing countries. Moreover, in line with previous research, social democratic parties are found to cater to the interests of insiders by endorsing the expansion of traditional measures in dualizing countries, while focusing on outsiders' interests by preferring the expansion of activation in flexicurity countries." Abstract= {"We analyse the effects of different labour-market policies (employment protection, unemployment benefits, and payroll taxes) on job creation and technology choices in a model where firms are matched with workers of different productivity and wages are determined by ex post bargaining. The model is characterized by two intertwined sources of inefficiency, namely a matching externality and a hold-up externality associated with the bargaining strength of workers. The results depend on the relative importance of the two externalities and on worker risk aversion. 'Flexicurity', meaning low employment protection and generous unemployment insurance, can be optimal if workers are sufficiently risk-averse and the hold-up problem is relatively important." Abstract= {"Excessive working hours have negative consequences for employees' health. Looking deeper into this problem, this article examines how employers' needs for more intense working or more flexible working hours affect their employees' psychosomatic health. A German representative survey of 13,452 full-time employees found that long working hours, work intensity (deadline and performance pressure) and flexibility requirements (permanent availability, changes in working hours) were significantly related to psychosomatic health complaints. When considering future work design and practices, these findings show which unfavourable working conditions are to be avoided to maintain the psychosomatic health of employees." Abstract= {"Flextime, or Flexitime, leads to greater worker satisfaction and well-being, but evidence shows increased working-time autonomy also leads to a greater risk of burnout and overload. The aim of this study is to estimate the effects of working-time arrangements with differing levels of autonomy on job and leisure satisfaction as well as subjective health. It uses working excessive hours as the threshold moderator. Based on German data, hypotheses were tested using a balanced sample of 4019 individuals spanning 16,076 person-years. Changing to or remaining in autonomous working-time arrangements had a positive effect on job satisfaction. Advancing to self-managed working time (trust-based working time) had a negative effect on satisfaction with leisure time, although remaining in self-managed working time related positively to general health. This study shows that measures are needed to govern working-time autonomy in order to prevent employees excessively extending their working hours." (Author's abstract, IAB-Doku) ((en))},

This article focuses on the effects of broader long-term care policy developments on market-oriented reforms. Germany, Japan and Sweden are three countries that have introduced market-oriented reforms into home-based care provision embedded in distinct long-term care policy developments. Conceptually, this article draws on comparative research on care to define the institutional dimensions of long-term care policies. Empirically, the research is based on policy analyses, as well as on national statistics and a comparative research project on home-care workers in the aforementioned countries. The findings reveal the mediating impact of the extension and decline of long-term public care support and the corresponding development of the care infrastructure on both the restructuring of care work and the assessments of the care workers themselves." Abstract= {"Increasing longevity and the strain on state and occupational pensions have brought into question long-held assumptions about the age of retirement, and raised the prospect of a workplace populated by ageing workers. In the United Kingdom the default retirement age has gone, incremental increases in state pension age are being implemented and ageism has been added to workplace anti-discrimination laws. These changes are yet to bring about the anticipated transformation in workplace demographics, but it is coming, making it timely to ask if the workplace is ready for the ageing worker and how the extension of working life will be managed. We report findings from qualitative case studies of five large organisations located in the United Kingdom. Interviews and focus groups were conducted with employees, line managers, occupational health staff and human resources managers. Our findings reveal a high degree of uncertainty and ambivalence among workers and managers regarding the desirability and feasibility of extending working life; wide variations in how older workers are managed within workplaces; a gap between policies and practices; and evidence that while casualisation might be experienced negatively by younger workers, it may be viewed positively by financially secure older workers seeking flexibility. In diesem Artikel konzentrieren wir uns auf zwei unterschiedliche Sichtweisen, wie ökonomische Wettbewerbsfähigkeit (wieder) hergestellt und Wachstum ermöglicht werden kann: Flexicurity und Austeritätspolitik. Über die Zukunft dieser widersprüchlichen 'Rezepte' kann im Vergleich von unterschiedlichen politischen Ökonomien viel gelernt werden, insbesondere in Anbetracht der Bedeutung der Sozialpartner bei der Entwicklung von Flexicurity und ihrer unterschiedlichen Fähigkeit, die Ergebnisse von Wohlfahrtsstaaten breiter zu beeinflussen. Es stellen sich zwei Fragen. Was können wir über die Dynamik der permanenten Anpassungen des Wohlfahrtsstaates lernen, wenn wir auf die Rolle und Kapazität der Sozialpartner achten? Wie kann sinnvolle Arbeitsmarktpolitik in diesem paradoxen Umfeld aussehen? Abstract= {"The disruptions of the recent global financial crisis intensified a number of industrial and economic challenges and brought forward a set of often contradictory solutions. Here, we focus on two alternative views on how to (re)establish economic competitiveness and enable growth - flexicurity and austerity. There is much to be learned about the future of these conflicting recipes across changing political economies, particularly considering the importance of the social partners in the development of flexicurity, and their differential ability to influence welfare state outcomes more broadly. Two questions emerge. Attentive to the role and capacity of the social partners, what can we learn about the dynamics of the ongoing welfare state adjustments? How do we make sense of labour market politics in this paradoxical environment? In order to help answer these, we visit the United Kingdom and Denmark - one state offering modest social and employment security, the other a paragon of flexicurity - and find their divergent philosophies, institutional development, and organisational interactions explain not only their respective choices in the aftermath of the crisis, but also their prospects for socially oriented labour policies." Abstract= {"Low-wage work and rigid atypical schedules reduce workers' leeway to manage their work/family interface, resulting in high levels of work/family conflict and in health issues. Faced with these inflexible conditions and a lack of formal work/family measures, workers rely primarily on informal practices where relational dynamics with coworkers and managers play an important role. However, low-wage workers with little schedule control are underrepresented in the work/family literature and little is known about how they deal with work/family issues in their workplaces. What role is played by workplace relationships in strategies used by workers to manage their work/family interface in the face of imposed, extended and variable schedules? Using an interdisciplinary theoretical and methodological framework combining communication and ergonomic work activity analysis, we analyzed data collected through direct and participant observations, semi-structured interviews, interaction diaries and administrative documents. This community-initiated ethnographic case study helped us identify three main types of work/family strategies related to (1) work time; (2) work execution and (3) access to relational resources. We also discuss how these strategies are embedded in the work activity and relational context, including gender dynamics, and are entangled with individual, team and organizational considerations. Januar 2015 auf die Zielgrößen Beschäftigung, Arbeitslosigkeit und Arbeitszeit bis zum Jahr 2016. Als Datenbasis über den Zeitraum von 2013 bis 2016 dienen aggregierte amtliche Daten auf regionaler Ebene, Umfragedaten auf Individualebene, sowie administrativen Daten, welche die Betriebs- und die Beschäftigtenebene miteinander verbinden. Je nach Zielgröße und Untersuchungseinheit werden diese Datenquellen mit Indikatoren zur Relevanz des Mindestlohns verknüpft. Dies erlaubt die Anwendung statistischer Methoden, die einem Experimentalstandard möglichst nahe kommen, so dass die erzielten Ergebnisse eine Interpretation im Sinne von kausalen Ursache-Wirkungs-Relationen erlauben.
