Abstract= {"We use detailed administrative data to study the adjustment of local labor markets to industrial robots in Germany. Robot exposure, as predicted by a shift-share variable, is associated with displacement effects in manufacturing, but those are fully offset by new jobs in services. The incidence mostly falls on young workers just entering the labor force. Automation is related to more stable employment within firms for incumbents, and this is driven by workers taking over new tasks in their original plants. Several measures indicate that those new jobs are of higher quality than the previous ones. Young workers also adapt their educational choices, and substitute away from vocational training towards colleges and universities. Finally, industrial robots have benefited workers in occupations with complementary tasks, such as managers or technical scientists." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"We analyse the extent and determinants of somewhat gloomy employment prospects of older unemployed populations in Austria, the Czech Republic, Poland and Slovakia. For this purpose, we explore the European Union Statistics on Income and Living Conditions over the period 2004-2014. Survival estimates suggest that older unemployed workers face lower job-finding probabilities compared to prime-age unemployed workers, while this age-based gap increases with longer unemployment spells. The results of estimating the hazard models reveal that the job-finding probability of older unemployed workers is about 20-25% lower than that of the prime-age group, even after controlling for explanatory covariates and unobserved heterogeneity. Unemployment duration appears to be the major determinant of job-finding probability within both age groups. In contrast, the impact of explanatory covariates (gender, education, household characteristics, etc.) is relatively less robust and/or uniform." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"This paper studies the large concentration of retirement behavior around statutory retirement ages, a puzzling stylized fact. To investigate this fact, I estimate bunching responses to 644 pension benefit discontinuities, using administrative data on the universe of German retirees. Financial incentives alone cannot explain retirement patterns, but there is a large direct effect of statutory retirement ages. I argue that the framing of statutory ages as reference points for retirement provides a plausible explanation. Simulations based on a model with reference dependence highlight that shifting statutory ages via pension reforms is an effective policy to influence retirement behavior."    Abstract= {"In downsizing organisations, redundant workers suffer from insecurities about work and income. Social security provides income security to the unemployed in the event of job loss. The role played by employers in unemployment prevention for redundant workers, and the effects on unemployment spells and transitions on the labour market, are neglected in both the social policy and HRM literatures. This article addresses the following question: Which factors play a role in the decision to offer job-to-job support and in determining its effect? This article provides the context for the theoretical assumptions regarding why employers initiate job-to-job measures for redundant employees and distinguishes the different types of measures based on a literature review. Secondly, this article contributes to empirical knowledge in the field of unemployment prevention among employers and the effects of job-to-job activities facilitated by employers on redundant workers' unemployment spells. A two-wave study was conducted on a sample of 2,258 Dutch redundant workers. The study shows that age, breadwinner status and gender are important predictors of unemployment duration after involuntary dismissal. The findings show that investing in the human capital of redundant workers by providing training and education and individual coaching, for example, are associated with a reduced unemployment spell. In our model, in which we controlled for other variables, we found that when one received training, education or individual coaching shortly before or after the dismissal, one was unemployed for an average of almost three months less."    Abstract= {"Previous research has shown that challenge and hindrance job demands show different effects on employees' wellbeing and performance. Moreover, it has been demonstrated that employees' subjective appraisal of job demands as challenges and hindrances may vary: they can be appraised as challenges or hindrances or both. Subjective appraisal of job demands was found to be also related to employees' wellbeing and productivity. However, little is known about predictors of the appraisals of job demands made by employees. The aim of the study was to identify predictors of such appraisals among job and individual resources. Cross-sectional research was carried out among 426 IT, healthcare and public transport employees. COPSOQ II scales were used to measure job demands (emotional, quantitative, cognitive demands, work pace and role conflicts) and job resources (influence at work, possibilities for development, vertical and horizontal trust), single questions were used to measure employees' subjective appraisals of job demands as hindrances and challenges, and PCQ was used to measure psychological capital. Multiple hierarchical regression analyses showed that only horizontal trust predicted the appraisal of job demands as challenges, and vertical trust predicted the appraisal of job demands as hindrances among four analysed job resources. Individual resource-psychological capital-predicted only the appraisal of job demands as challenges. Control variables-occupation, age and job demands also played a significant role in predicting the appraisal of job demands. Implications and future directions are discussed."    Abstract= {"We investigate how an increase in the robot intensity (the ratio of industrial robots over employment) affects the self-reported mental health of workers in Germany. To do so, we combine individual mental health data from the German Socioeconomic Panel with the deliveries of robots to 21 German manufacturing sectors provided by the International Federation of Robotics for the period 2002-2014 (every two years). Controlling for a range of individual and sectoral characteristics, and employing individual-, time- and sectoral fixed effects, we find that an increase in robot intensity of 10% is associated with an average decrease of 0.59% of the average mental health standard deviation. This suggests that in a fast automating sector (i.e. rubber and plastics), where the robot intensity increased by approximately 2000%, mental health would have decreased by 118% of one standard deviation. This effect seems to be driven by job security fears of individuals working in noninteractive jobs and the fear of a decline in an individual's economic situation. Moreover, further sample divisions into low, middle and high occupational groups shows that the negative effects are affecting mostly the middle-level occupational group. Splitting the sample according to different age groups shows that the mental health of younger workers is the most vulnerable to an increase in automation. Results are also robust to instrumenting the stock of robots, and to different changes in the sample." (Author's abstract, IAB-Doku) ((en))},

We exploit a 2011 Italian pension reform that unexpectedly tightened eligibility criteria for the public pension, leading to sudden, substantial, and heterogeneous retirement delays. Using administrative data on Italian private-sector workers, the analysis leverages cross-firm variation to isolate the effect of retirement delays among soon-to-retire workers on the wage growth and promotions of their colleagues. We find evidence of spillover patterns consistent with older workers blocking the careers of their younger colleagues, but only in firms with limited promotion opportunities."    Abstract= {"People over 50 have accumulated significant resources over their working lives. However, they can find it difficult to find a job after redundancy or they may become disenfranchised with traditional employment. Accordingly, they can often become an under-used economic resource. With an ageing population, a solution to both the UK Government's and individuals' challenges could be entrepreneurship. Entrepreneurial opportunities have grown significantly in the last two decades. Contrary to media perception older people are more successful than their younger counterparts. Through the three theoretical concepts of motivation, resources and environmental determinants, this study looks at the factors that influence individuals over 50 to switch from traditional employment to entrepreneurship. The research was conducted in the form of semi-structured interviews with entrepreneurs based in London, who have had professional or managerial careers. The findings revealed that there are complex interdependences among the three concepts explored, and that contrary to previous research, neither push or pull motivations were predominant. Environmental determinants were found to have significant impact; an area that has had little attention in previous research focussed on the over 50s." (Author's abstract, IAB-Doku) ((en))},

Based on data from National Accounts and the European Union Statistics on Income and Living Conditions, we quantify age-specific changes in income between 2008 and 2017 and decompose these changes into employment, wages, and public transfer components. Results show that income of the younger age groups stagnated or declined in most countries since 2008, while income of the older population increased. The decomposition analysis indicates that the main drivers of the diverging trends are higher employment among the older population and a strong increase in public pensions, especially for women." It maps the progress achieved since 2000 in improving working conditions and examines whether all workers have benefited equally from positive change. It highlights which groups are the most at risk of experiencing poor working conditions and being left behind. Given the changes in the world of work, emerging challenges for good job quality are identified. The report also provides evidence for measures that could lead to the further improvement of work and the achievement of fair working conditions for all in the EU. The analysis shows that, overall, job quality in the EU is improving, if slowly. Not all workers are benefiting to the same extent, however. Furthermore, gender, age and contractual status have a significant bearing on a person's working conditions. And while digitalisation helps to address some job quality issues, it also creates new challenges. The COVID-19 pandemic has exacerbated trends, reinforcing concerns and highlighting the importance of achieving job quality for all." (Author's abstract, IAB-Doku) ((en))},

Results: The change in the age-standardized incidence rates over time is reflected in the changing importance of features as indicated by the mean SHAP values for the five periods. The first COVID-19 wave started as a disease in wealthy rural counties in southern Germany, and ventured into poorer urban and agricultural counties during the course of the first wave. The negative social gradient became more pronounced from the 2nd lockdown period onwards, when wealthy counties appeared to be better protected. Population density per se does not appear to be a risk factor, and only in the post-lockdown period did connectedness become an important regional characteristic correlated with higher infections. Features related to economic and educational characteristics of the young population in a county played an important role at the beginning of the pandemic up to the 2nd lockdown phase, as did features related to the population living in nursing homes; those related to international migration and a large proportion of foreigners living in a county became important in the post-lockdown period."
