%X "This paper examines the effects of a permanent wage cost subsidy in Belgium on employment retention, working time and hourly wage of older men. To estimate these effects we propose a semi-parametric weighted difference-in-differences estimator that accounts for endogenous stratification in the sampling from a population of men born between 1941 and 1950. We find small positive short-run impacts on working time and larger ones on the retention rate in employment, but only for employees at high risk of early retirement. The wage is not affected." %X "In response to the challenges of increasing longevity, many countries have introduced 'flexibility reforms' for their public pension systems. A key measure of these reforms is the abolishment of earnings tests. It is claimed that these reforms increase labor supply and therefore the financial sustainability of pension systems. We build a simulation model to show that abolishing an earnings test may indeed create more labor supply but simultaneously reduce the average claiming age when adjustments remain less than actuarial, as is the case in most European pension systems. Flexibility reforms may therefore worsen rather than improve the sustainability of public pension systems." (Author's abstract, © 2018 Elsevier) ((en))

%T Understanding older worker precarity : the intersecting domains of jobs, households and the welfare state

%X "In policy debates it is commonly claimed that older workers are entering a period of choice and control. In contrast, Guy Standing's book The Precariat: The Dangerous New Class, published in 2011, argues that older people are increasingly joining the 'precariat', by taking low-level jobs to supplement dwindling pension incomes. We argue that many older workers, not just those in 'precarious jobs', feel a sense of 'ontological precarity'. Pressures to work longer, combined with limited alternative employment prospects and inadequate retirement incomes, give rise to a heightened sense of precarity. We develop a new theoretical model for understanding precarity as a lived experience, which is influenced by the intersection between precarious jobs, precarious welfare states and precarious households. This model is then illustrated using qualitative research from two organisations in the United Kingdom: 'Local Government' and 'Hospitality'. In both organisations, older workers experienced a sense of ontological precarity because they worried about the long-term sustainability of their jobs and saw limited alternative sources of retirement income. Household circumstances either reinforced interviewees' sense of precarity, or acted as a buffer against it. This was particularly important for women, as they typically accrued smaller financial resources in their own right. Our concluding discussion builds on this more advanced theoretical understanding of older worker precarity to call for a rethinking of state and employer support for decisions around later-life working and retirement." This marked a call by Finance Minister Olaf Scholz to stabilise the current pension level at its present level beyond 2025. The majority of the economists questioned does not support this proposal and also rejects Scholz' idea of financing the scheme through 2040 using taxpayers' money." %X "Physical and cognitive abilities of older workers decline with age, which can cause a mismatch between abilities and job demands, potentially leading to early retirement. We link longitudinal Health and Retirement Study data to O*NET occupational characteristics to estimate to what extent changes in workers' physical and cognitive resources change their work-limiting health problems, mental health, subjective probabilities of retirement, and labor market status. While we find that physical and cognitive decline strongly predict all outcomes, only the interaction between large-muscle resources and job demands is statistically significant, implying a strong mismatch at older ages in jobs requiring large-muscle strength. The effects of declines in fine motor skills and cognition are not statistically different across differing occupational job demands." (Author's abstract, IAB-Doku) ((en))

%X "China has set to increase the minimum retirement age, to ease the pressure from pension expenditure and the falling labor supply caused by the aging population. However, policy debates have so far neglected the crucial fact that families in China largely rely on retired grandparents for childcare. Using novel and high-quality survey data, we demonstrate that intrafamily downward labor transfer towards childcare significantly increases young females' labor force participation rate and their labor income, and such effects do not exist for males. Furthermore, we show that the positive effects from grandparental childcare are higher for better-educated, urban females with younger children. This paper thus reveals a large, hidden cost in the new retirement policy -- the reduced feasibility of grandparental support, due to postponed retirements, may crowd out productive labor of young females, -- and rationalizes a series of social protection policies to accompany the phase-in of the new retirement scheme."
