Abstract= {"Research on older workers and retirement has yet to adjust fully to an environment influenced by a combination of demographic change, technological developments and economic recession. A key dimension to the changing relationship between ageing and work is the tension between policies to extend working life and the increasingly fragmented nature of late working life, with the emergence of varied transitions, including: bridge employment, second/third careers, part-time working, early retirement and other variations. These developments indicate both the challenge of conceptualising new forms of work-ending, and - in policy terms - the extent to which these can successfully accommodate longer working lives. The paper provides a critical perspective to the policy of extending working life and the narrative which underpins this approach. The paper argues that retirement has become a 'contested' institution in the 21st century, fragmented across different pathways and transitions affecting people in their fifties and sixties. The paper argues the case for improving work quality and security as a precondition for supporting policies for encouraging working in later life. An essential requirement for this will include linking debates on extending working life with technological developments and changes affecting the workplace, creating differentiated paths to retirement and labour force exit, enhancing the provision of training and continuing education, and re-thinking the idea of the 'older worker'." Abstract= {"The aim of this article is to explore the links between former guest workers' attitudes toward return, as they approach retirement age, and ambivalence. More specifically, we seek answers to the following two questions: Do older immigrants modify their intentions toward return around the retirement period? If the answer is positive, we then ask: To which factors are these changes related when looking at intentions to return both before and after retirement? These questions have seldom been analyzed in the sociological literature, and their relation to ambivalence has not yet really been explored. After considering the state of the art, both from a sociology of migration perspective and through a life-course approach, we analyze empirically how older immigrants deal with the question of return. Our data come from a representative survey of approximately 300 older immigrants from Southern Europe (Italy, Portugal, and Spain), aged between 65 and 79 and living in urban Switzerland. Our findings show that (1) while a significant proportion of Italian and Spanish older migrants give up the idea of returning definitively to their country of origin and decide to establish their main residence in Switzerland, among the Portuguese, a significant minority wanted to return before retirement and are still planning to return, expecting to recover full citizenship in their 'home' country; (2) changes with respect to return intentions mainly concern former blue-collar workers and white-collar employees; and (3) older immigrants who do not see migration as a positive decision demonstrate more ambivalence about return." Oft wird behauptet, diese sei Ausdruck einer materiellen Notsituation. Um diese These zu überprüfen, werden Daten des Mikrozensus und des Sozio-oekonomischen Panels herangezogen und die relative Einkommenssituation aller erwerbstätigen Personen im Alter ab 65 Jahren betrachtet. Die Empfänger einer GRV-Rente werden gesondert analysiert. Im ersten Schritt werden Eckdaten auf Basis des Mikrozensus beschrieben, Der zweite Schritt referiert Studien, die Zufriedenheit und Motivation bei Erwerbstätigkeit im Alter ab 65 Jahren analysieren. Danach wird die Einkommenssituation in den Blick genommen. Die Auswertungen dazu werden auf Basis des Sozio-oekonomischen Panels durchgeführt. Abschließend beschreibt ein multivariates Modell den Einfluss ausgewählter Merkmale auf die Erwerbstätigkeit im Alter. Insgesamt ergeben sich keine Anhaltspunkte für die Behauptung, die zunehmende Erwerbstätigkeit in der Ruhestandsphase stehe in einem Zusammenhang mit einer schwierigen Einkommenssituation, die betroffene Personen dazu zwinge, weiterhin arbeiten zu gehen." Abstract= {"Within a politico-economic model we first establish three hypotheses: (i) Retirees generally prefer a higher retirement age than workers, whereby just retired individuals prefer the highest retirement age, (ii) in equilibrium the level of the legal retirement age is increasing in longevity and (iii) decreasing in the public pension replacement rate. We then test these hypotheses empirically. Employing micro data for Germany we corroborate the first hypothesis with descriptive regressions and a fuzzy regression discontinuity (FRD) design. We show that just retired individuals are indeed most in favor of an increase in the legal retirement age. On the basis of cross country panel IV regressions we provide evidence for the second and third hypothesis. We demonstrate that a one percentage point increase in the share of the elderly increases the legal retirement age by 0.3 to 0.5 years, and that a 10 percentage point increase in the replacement rate reduces the legal retirement age by 0.5 to 3 years. We conclude that if policy contains the generosity of public pensions, increasing the legal retirement age becomes politically more feasible." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"This paper analyzes behavioral responses to a reform in the German public pension system that allowed individuals with a long contribution history to retire without deductions before reaching the regular retirement age. Following the 2014 reform, individuals with 45 contribution years could retire without deductions as early as age 63 instead of age 65. Using high-quality administrative data from public pension insurance accounts, we first conduct an event study to quantify responses to becoming eligible for the early retirement scheme. Our results indicate that the probability of retiring immediately increases by more than 10 percentage points upon becoming eligible, relative to the counterfactual probability of retiring at the same age with deductions. Second, we employ a coarsened exact matching procedure to compare retirement entry decisions of eligible and non-eligible individuals. Results are in line with the event study and show that individuals who are eligible for the early retirement scheme retire on average 5.4 months earlier than non-eligible individuals with identical characteristics. With additional pension insurance expenditures of 3.4 billion euro and aggregate fiscal costs of 6.5 billion euro in 2016, our subsequent fiscal cost projections are at the upper end of the range of previous back-of-the-envelope estimates." Abstract= {"As the share of older immigrants residing in the U.S. begins to rise, it is important to understand how immigrants' retirement behavior and security compare to that of natives. This question has implications for the impact of immigration on government finances and for the retirement security of immigrants. We use data from the Health and Retirement Study (HRS) to examine how immigrants' retirement and Social Security claiming patterns compare to those of natives. We find that immigrants are significantly less likely than natives to retire or claim Social Security in their early 60s. We do not find heterogeneous effects by ethnicity or age of arrival to the U.S. We also find no evidence that immigrants exit the survey at higher rates than U.S. natives in their late 50s through 60s, a finding that is consistent with immigrants retiring in the U.S. rather than abroad."
